Radeon RX 580 2048SP artifacting issue

Greetings to the forum members

I have acquired recently a graphics card for cheap o eBay, as it was listed for parts or not working, due to displaying artifacts.

The card is in good condition physically but, likely, one or more of the memory chips are faulty or need reballing.

The brand (ELSA) seems to be Japanese and not easy to reach for repairs so I was wondering, what should I do next?

Should I flash a RX 570 bios on it, with slightly lower clocks, in an attempt to resolve the issue, or do you think the issue is clearly hardware related and will need repair?

Post a gpu-z screenshot, go to avanced tab and post screenshot of the ram used on the card.
