I would like to know if my laptop configuration is recommended for Ghost Of Tsushima

I'm not sure if my configuration is recommended

According to what is recommended on Steam you are fine. It recommends a desktop RTX 2060 but your laptop 3070 is probably close or maybe even a little better and even if it's not you can always adjust settings. Either way you are well above the minimum requirements so you will be fine.

Yet on starfield even by adjusting the parameters I do not even exceed 50 FPS constant

It is common for laptops to dynamically adjust its power budget between its CPU and its GPU, so you'll hardly ever get "maximum performance" that either part should get you by specs alone.
Does Ghost of Tsushima (and Starfield, as you did use it as an example) have DLSS, though? As much as I am particularly against using upscaling whenever possible, I recognize it as an option whenever things require it.

Starfield is a heavier game than Ghosts of Tsushima. You need DLSS for that game.

So Ghost of tsushima if I adjust it graphically it will run at 60 FPS?

That laptop is gonna run Ghost of Tsushima just fine. Use settings close to what would be recommended for the desktop RTX 3060. You might be interested in an upgrade to 32 GB of RAM down the road, though. It's a good one.

I took it and I will adjust it graphically so that it reaches 60 FPS

For a mobile 3070? First things first, whenever you're gaming set Windows power plan to High Performance.
Ingame, as Dro said, set things roughly the same one would set for a desktop 3060. But rule of thumb, start at maximum settings (turn DLSS on from the get go if the game has it) and tune everything down as needed to match your desired frame rate. Only setting I'd say to never turn on if available is Path Tracing. Ray Tracing yes, medium if need be, buy never Path Tracing.
