What is your vcore is set to in bios and what does your single core boost to under ST load? I have an issue with my 5700x only boosting up to 4.1Ghz under ST load but will boost up to 4.65 under MT load, can't put my finger on what the issue is, observed running CPU-Z bench and CB R23 ST

Yup, thats fine...

For the record the CPU PPT says 115W and PowerReportingDeviation 105%, meaning

115 / 1.05 = 109.5W
is your true CPU power consumption.
Temp is great under full load

It's set to auto for vcore, as for the single core mine goes to 4.6, but my MT on default is only going up to 3.9 hence the lower score I see in C23.
My 5700x apparently is VMR-B2 stepping if it means anything.

It's not underperforming, the 5700X stock PPT is hilariously low. Try setting PBO to something like 115/85/90 if you want more performance out of it.
the 5700X IS just LOW, it's not a 5800X or 3D lowed sibling lol

Nah it really is just a lower binned 5800X, and if you're lucky enough you can go past stock 5800X performance with it if you just play with PBO (not even CO, really, I got pretty unlucky and mines won't undervolt).

You can try my settings im using CO -20 all core (you can start with -15 all core) , with a more aggressive CO or lower room temps it can do 16k but i settle to only -20 while trying to fix some OS problems , its air cooled in a small case doesnt go more than 79-81C in CB depending on the room temp.

I thought about raising EDC limit with +200 frequency, but I'm worried it will overvolt and cause damage, everyone saying to leave EDC alone and play around with PPT/TDC for 65W chips.

As long as scalar is 1x you can go wild with the numbers as much as you want

But it will yield worse performance if you raise it too much. I know, it's hard to imagine, but it does

It will be fine , look a game opened + CB all core running and it looks something like this:

I think EDC 120 its like in the middle of performance / temps. (at least for my air cooling), i dont like to see the cpu go over 82-83 even in all core workloads , my room temp is a bit high at 26C , anything lower and it hurts performance a bit but i used to keep it at 100 -110 at start.
