Stutters in every game i play

Every title I run when I choose the desired fps whether it be 144-165-200 etc the game will drop to 10fps at times and then just non stop fluctuation from other terrible frame rates. Therefore making my series s more playable than the gaming rig I had purchased. components are listed as such
CPU- i5-12600kf GPU- Radeon 6650xt RAM- DDR5 32gb 6400mhz MOBO- B760 plus gaming plus WiFi SSD- 970 Samsung evo 1tb nvme Thermaltake liquid cooler thermaltake mid tower case
I’ve tried flashing bios, Disabling and re-enabling XMP, Stress test both cpu and gpu there was zero thermal throttling, also downloaded Riva tuner to the see times between each frame and the graph was never stable always wavy sort of just looked like a rapid heartbeat, made sure cables are plugged in properly and in right locations, Did a malware check and came up clean, The only thing that I’m left with is my windows has not been activated therefore leaving me with no way to download the latest drivers and utilities from my mobos website bc the files are in window format so whenever I attempt to download the most recent drivers on my mobo it says an error has occurred. Are these updates the thing that’s holding my pc back from performing the way it should? These are things I just don’t know and I was hoping one you guys could help me out. Reddit is filled with bots and the help I get is honestly lack luster with a maximum of like 2 comments so I figured I’d try my luck here. Hope you all are having a blessed day and any help would be greatly appreciated.

I recently discovered that my ram is actually overkill for my cpu, may that have something to do with it. And when you say generic I’m assuming you mean bad but the reviews were great and I payed the typical median range of 120 for the 2 sticks. For reference there T- Force delta

Start from monitoring CPU frequency + temperature + power, GPU core frequency + temperature + power + VRAM usage, system RAM usage, WHEA errors (under HWMonitor64, last position).
During drops you should see frequency drops, if you don't see them - it can be RAM stability problem (including IMC/IF) or something on PCI-e/SATA causes system to grind to halt (bad cable on hard drive, low PCIe lane count, bad connection with GPU), with possible power cable or PSU issues (unstable voltage under specific conditions), VRM/"hidden" throttling (includes bad read from sensor - causing false throttling cause), and whole range of software issues.

Side note : A while ago there was a topic about someone using too low quality setting in game, which caused GPU clocks to drop due to insufficient load :D

If your talking about activating windows in order to download the mobo drivers, I’ve already installed chipset drivers from there with no issues but only ran into problems downloading the VGA drivers and SATA drivers but if you truly believe that’s what my issue is then I will go ahead and buy a prouduct key, I’ve only heard that it has no effect on gaming performance so I have yet to pull the switch

if it was me
HWMonitor64/ CPU-Z /GPU-Z/ speccy or whatever you like to make sure everything is to spec
use cinibench to make sure the CPU is performing as it should
make sure the PSU is up to par for the GPU including connectors
focus on the GPU

if it was me
HWMonitor64/ CPU-Z /GPU-Z/ speccy or whatever you like to make sure everything is to spec
use cinibench to make sure the CPU is performing as it should
make sure the PSU is up to par for the GPU including connectors
focus on the GPU
Okay will do.
I’ve actually already switched gpus thinking it was the culprit the first one being a 3060 ti and it didn’t change a thing. I’ll send pics of cinibench tests.

not to sure what I’m looking for when it comes to scores, kept HWmonitor up whilst running the tests, GPU saw a max of 89celcius and the CPU saw a max of 65celcius.

So it’s not gpu or cpu, my ram is being picked up by the system as well as my SSD, the kf doesn’t have integrated graphics so there’s no way my games could be played on a separate graphics card, there’s no heat issues, is there anything else I could troubleshoot or look at to get a better idea of what the sole issue is?

Make sure you have no active desktop wallpaper or slideshow wallpaper running, make sure your power properties are set correctly, turnoff hpet too.

no other drivers besides the most recent AMD ones for your GPU? You uninstalled all the Nvidia ones?

Okay and I’m not to sure what hpet is and how to turn it off. Would you like me to share as of the hwifo whilst In game or idle on desktop

this is under hidden devices, again not too experienced with the computer stuff so I’m not sure if this is the place to check if I have any uninstalled drivers but going under device manger > hidden devices > display adapters > update or install

Both rust and Fortnite have low optimization modes for older computers giving you the ability to further your fps on newer computers even with these system setting which sets anti aliasing off, shadows off, view distance on low, everything on low the game still has consistent stutters. Even if I go as far to change my 3d resolution down to 50% it helps just a little bit but I still get stutters

PL1 & PL2 @ 241W is way overkill, it's not what causes you the problem but it's way overkill, just saying. It should be PL1 = 125W & PL2 = 150W.

What about your Link State Power Management ?
In your power options you can switch it to OFF, moderate or maximum power saving, if it is on maximum, try the moderate option and play like 10 minutes to check.

Do you have any other HDD or SSD stuck at 100% ? (You have just the 970 Evo Plus and it's not stuck so don't mind this :p)

EDIT : Also, did you enable C1E (under C-STATE) in the BIOS ?

You need to reconfigure your ram for the speed its built for otherwise your wasting performance.

I’ve tried changing the frequency in bios but my cpu can only support so many mhz so put it back to default bc I noticed no improvement with stuttering when the ram was set to it’s advertised speed

You didn't mention updating your GPU driver(?) If you have, hope it was sourced from the GPU manufacturers (AMD) support page.

If you had a different graphics card before, use Display Driver Uninstaller (DDU) to wipe out any old drivers. Leftover drivers can mess with your current setup and cause FPS drops. Boot into Safe Mode, run DDU to clean the old drivers, then restart and install fresh ones for your Radeon 6650XT from AMD’s website. If, any this should help fix any conflicts.

You said you "tried" flashing BIOS. Have you updated BIOS successfully?

I have, I downloaded the adrenaline software off the manufacturers site then downloaded the latest drivers from the software itself. And yes my bios was successfully updated, sorry I should have specified.

I don't know what alderlake can do with top DDR5 speeds, never used that platform but fps can be better in games with maximised RAM performance. Look it up on YT if you don't believe me.
