once your cooling system isnt soaking up anymore heat, there wont be any difference on room temps over longer periods, unless you want to trade for higher system temps,
and throttling fans will only delay, not prevent it (room getting hot).

Updates to at least a few games I play have successively burdened my GPU with greater and greater workloads. Even in 18C room it was apparently not getting enough cool air. In effect there was a bubble of heat wafting around the PC which I sit very near to. Doubling fan CFM pointing directly into it distributes the heat further even if the cooling potential outweighs the ability of GPU cooling.

I'm not mounting external rad to cool an 8th gen i5 and board. Cannot conceive of a single reason for a radiator here in the first place. mATX case as large as a full sized ATX case allows more than ample cooling when properly set up. An overheating component is just as you described above, limited in the amount of heat it can displace.

The issue being tackled was going from idling at 29C (8th) to ↑↑↑↑ (12th-14th) with the former coming far far faaaaaaaaaaaaaaaaaar from thermal throttling under any load. I was vocally opposed to all three of the current gen and have yet to complete a purchase of them.

sure, lets say the gpu is external ("best" airflow), you still will have the same increase in room temp, the heat from the pc still has to go somewhere,
and the total amount of heat produces wont change with more airflow, it will just transfer faster.

except one thing:
when you use a rad set as exhaust, the cpu heat gets dumped outside the case, and your case temps will drop by 20-30*, lowering temps for the gpu as well.

i only use LC to remove that heat from getting inside the case (air), and everything else runs cooler as well (vrm/pwm/chipset/drives/psu),
especially if the gpu isnt watercooled.
part of the reason why i try to use AIO on any gaming rig i made for others, just to reduce chance of throttling anything or getting so warm ppl without knowledge might feel to be too high.

to use an external rad outside was about lessening impact on room temp and/or drop case temps, not so much about cpu temps itself.

If it wasnt for me swapping rigs/cases 1-2 times a year when i still build rigs for others, i might have kept getting different stuff, but at ~200$ for 6 fans, going with value fans like arctics for ~60$,
usually meant more to spend on other components (cpu/gpu/board).

Might try some magnetic bearing fans, but not until i have a new case (and know sizes/amount).

Have two of these. Also have a iPPC-2000 IP67. The 2000 doesn't have the motor hum at lower RPM, I like and recommend it, but only if you have expendable budget. They are very expensive.

Have you noticed a decrease in power usage or increase to fan speeds using the inlet spacers?

Recently acquired a Super Flower Megacool 120mm fan (250-3300rpm) for cpu cooler use. Considering a second 120mm and at least one 140mm. Along with that an email to SF to see if I can get their SATA powered cable for daisychaining outside of buying a three pack. How are you powering 12 iPPC 3000?

At idle , the same but under CPU stress , is where it shines , RPMs are lower =lower power ,and my Fractal meshify XL filters and mesh , are not a issue.
plus two SATA powered cable , Arctic fan controller 10 , and 2 on the Fractal fan controller , the AIO pump and 4090 fans are the loudest thing you hear.
