Games changes after pc startup and restart

So, my games are changes when Im startup my pc from a shut down than a restart. If I restart my pc it will be not as smooth as it was it was on startup. I disable fast boot in BIOS. I don't use hybernation. I change it back to fast boot in BIOS and it seems normal again. So fast boot disabled can cause this?

If this is W11 24H2 the answer is self explanatory. Lots of issues going around that aren't seeing an immense amount of cooperation or resolution. Anything beyond that we can probably drill down and isolate. :)

I use W10. I have an rtx 3070ti, No OC, It's a 1 year old pc. I5 12400f, ddr4 32 gb 4000MHz ram, ASUS b660M plus wifi d4. I think about driver or cache.

Try clearing CMOS

If Crystaldisk looks good and you aren't seeing any errors in Windows Event Viewer
Try clearing CMOS
How can I clear CMOS? I know only how to get it out.

Make sure to flip switch on back of your PSU and probably pull the power cord. Then let it sit a few minutes. Personally I would pull the RAM and CR32 battery followed by shorting CLRTC for a good 20-30 seconds. Then inspect for cables that are loose or frayed, any scorching on board or components, take a very bright light and very very carefully inspect the inside of all four RAM slots. Then stick in a new coin battery and reinstall RAM.

If no change occurs this has a much higher certainty of being software/driver related. Unless your PSU is failing. If you hang on first boot during RAM training, clear CMOS and boot with a single stick of RAM and then try the other if it still fails.

While you are in BIOS look what version it is. 3601 is the newest. Flashing version current installed through the newest would be another step that might be considered.

I'm sorry I haven't been able to try it out yet because I haven't had time, but maybe another update. And I'm a little afraid of it, because I haven't done this with the PC yet. That's why I first reinstalled Windows to see if that would fix it, but I still have a problem that the games change, for example, after a restart or just because I restart the game and don't change anything. I reinstalled windows but the same problem still exists. Should I take out the CMOS battery or what can cause this? I could send a video of it, but you will say that you don't see anything on it, but there is a difference. It's not just my imagination playing tricks on me. Of course, all drivers are up-to-date, including Windows and BIOS. Also, I recently updated the BIOS and it changed even then.

What is exactly changing in your games?
For example in rocket league I get more input lag. And also like sometimes it feels choppy. It feels like 2 different games, but it's 1 game.

Online games. I don't really play offline games so Idk. Mouse and keyboard. For example I read that windows Game mode can cause problems too. So now I change it to off to check. Can it caused by an nvidia option called preferred refresh rate?
