From what I can see here, pretty much all of your memory channels and partitions are throwing write errors. This is unlikely to be a bad memory chip (since this indicates that each and every one of them are malfunctioning), this GPU may need reballing and if reballing doesn't fix it, a core replacement will be necessary. Core replacements on an RTX 3060... i'm not sure it's worth the cost, unless you have a donor card that has a known good core but bad PCB/memory chips. Either that or the card has damage in the memory VRM area, another not-so-simple fix.

This is not a simple fix you can do by yourself without specialized equipment, you should contact a trustworthy repair service for a quote or sell the card for parts as is. You won't get much for it in the event someone buys it, but you should be looking at a replacement already.

i got a rework station i can go as far as reballing the memory chips but givin how clean this thing looks with the cooler off my bets on the vrm since its only got a tiny 2 phase for it
i got it for free soo no biggy just gotta geto rig a preheater for it
any tips on identifying a vrm issue with a multi meter?

You'll have to be testing the components for continuity, see if the values look correct, etc. - usually helps if you have access to a FLIR camera, shorted spots tend to glow hot and saves you a lot of time. The memory chips don't seem to be the problem, it looks like it is the GPU core itself because every partition and every segment is erroring out, and only in the write direction as well.

If you have the equipment and the stencil, considered you got it for free, it's good practice. Best I could do for you is recommend watching tons of videos on YouTube about it from channels like NorthwestRepair and NorthridgeFix before you attempt to tackle the solution.
