I had the same issue on Windows 11 LTSC. I thought it was coming from Windows as it has the same issues with others browsers (Firefox, Chrome, Edge).

My fix:
It seems that youtube had a change with their google analytics api.
The following domain was previously blocked by a filter on my DNS(pihole) : "jnn-pa.googleapis.com" ('Sites use it to store and manage user consents." Is it still the case nowadays?)
After whitelisting this domain, everything on youtube is back to normal. So they definitely have made some changes. I doubt anything good for us.
Thanks! FF with Noscript, had to mark it trusted for youtube to work. Thought it was yet another useless domain, it doesn't really scream relevant with a name like that... kinda like UI design choices these days

Hey thanks that worked for me. I had it in my hosts file. @Shou Miko maybe you use a hosts (System32/drivers/etc/hosts) filter as well?
What IP have to placed in the host file? I use the host file a lot in the past but not that much anymore but I do from time to time at work.

I don't think LTCS should have that kind of filter. Maybe a software that was installed? But I doubt it.
Have you tried another DNS provider than Quad9? Maybe you could try cloudflare/google dns for testing. Don't forget to force refresh when testing a youtube page (ctrl + f5).
You could also tried to go through your phone FAI temporary via its hotspot to eliminate any issue that might come from your home network.

Good luck finding a solution! I would love to avoid youtube, but sometimes you can't.

I have Glasswire installed a network tool it shouldn't be that one blocking yt in general I do not have a subscription anymore and use it on several machines out in the wild without yt problem.

I use a host file from GameIndustry.eu that aims to prevent unnecessary analytics and stuff from games. I just searched it for "jnn-pa" and used # at the beginning to comment out those lines (so it would then look like "#0.0.0.0 jnn-pa.googleapis.com").

Interesting with 0.0.0.0 I know the # part from when I work with Linux and used it for website testing earlier this month from Windows 10.

This. Just this. Don't bother investing any energy in Google's panic mode. Just avoid the service until they rein themselves in.

Every time I visit YT I'm appalled by the way it comes on screen, intermittent black screen, refreshing itself rapidly three times to get around whatever Google doesn't like happening on a free internet, then I have to click past an Accept All accompanied by a huge wall of text, and then STILL the website isn't done, it reloads again, trying to kill off adblock and play a 20-30 second advertisement before I've even seen a second of what I was looking for. It fails. I see the video anyway and not the ad.

GTFO with that shit, honestly, I've come to avoid YT now if I ever can. It was Google who wanted to float their business model on ads alone, not us. Its still not my problem they can't keep their services up because ads are simply just plain annoying, always have been, and I will avoid them wherever I can. But trying to wreck browsers and companies to push your ads past them and user preferences is... yuck.
Real question: Do you not use uBlock Origin? On Firefox and Chrome, there are zero YouTube ad issues.

The YouTube app on smart TVs is a whole other beast.

Yes, FF + Ublock Origin. It does that, I don't see ads, but the behaviour when you enter the site is erratic.

This is really interesting for now adding "# 0.0.0.0 jnn-pa.googleapis.com" to my T14 G2 running Windows 11 IoT LTSC host file and flushed my dns suddenly without any changes to Floorp and Ghostery youtube videos now load in and actually continues for over 1min to the end o_O

I tested several of my bookmarks and new links and yes I am still in "Private/Incognito" what the hell is going on here? without the entry in the host file youtube ain't working "Something is rotten in the state of Denmark" as the quote is said.

An update also included it on my M720q now the cookies popup also appears again I am not sure what youtube has changed but it's nice that it works.

I have to keep an eye on my gaming rig with LTSC to see if it's also infected.

Update day 24/12/20

I am getting tired of youtube, because the problem is back on my M720q in Floorp with Ublock Origin, maybe I will just stick to download everything but it's getting annoying here.

Downloads of like 500mb is done in a few seconds but in the browser it's fast up to 1 min than it stops, Youtube/Google need to fix this shit otherwise I hope in the end they will loose traffic and viewer which will just hurt content creators in the end.

I suspect it's another issue with the VP9 codec again!

Does Floorp allow for browser user agent spoofing (so it appears like Firefox or Chromium to websites)? Google may be blocking or targeting non-Firefox browsers to force you to turn off adblockers. Firefox may be vulnerable as well but maybe Google is avoiding them for market share reasons for now.

I suspect VP9-gate striking again. Did you right-click and select "Stats for nerds"?

I bet for the video codec, it says "vp09".

Often, I have a gut feeling that it's VP9, when it feels slow to load and then I check and indeed see "vp09".

This reminds me of the problem that Mozilla found earlier this year, where with the VP9 codec, it also would randomly drop frames. That was an issue with Firefox, however, sometime before 129, IIRC.

With VP9, it's still so slow, but I can normally play the videos fine now.

Never ever had an issue with YT and ad blocking, it performs great, install ublock, dont go over zealous on what you blocking, just block ad's not tracking.

I have it set like this, with ublock annoyances at bottom also. Notice I dont have any of the privacy stuff ticked except the LAN stuff which really should be under security. Also I dont enable cosmetic filtering by default on the main settings screen, dont block remote fonts, hyperlink auditing, and CSP reports. (you can do cosmetic filtering on a whitelist basis, for the few sites that benefit from it, likewise the media limit I configured, can be whitelisted on a per site basis, such as youtube).

ublockoriginconfig.pngublockoriginconfig2.png

Also if you on firefox, I suggest unticking the disable prefetching, its buggy, you can achieve the same thing in about:config without anything breaking.

I'm on Win11 and FireFox. No issues. Extensions causing issues maybe?

that's the literal definition of a "it works for me so it's fine" absurd argument.
It's a common issue, for some reason it doesn't impact everyone, maybe because of where you live, it has a rollout phase, or the amount of videos you consume, you altered something else, etc... It will get to you.

No, it's a valid argument supported by simple merit of history. Stop reacting with your ego.
It's a common issue
No it isn't. It's a problem for a few people not the majority or many, many more people would be complaining about it. The problem is not limited to Windows 11 or to Firefox, thus the evidence seems to point toward YouTube changing something that is having an adverse effect on a small group of users, something that has happened before, something NOT ad related. YouTube will likely figure out the problem and fix it.

The reason for this is simple: Everytime an error message is displayed to the user, like the one the OP showed in that screenshot, YouTube also get an error report automagically. Enough of those pile up and they make a trouble-ticket about it for the engineers to inspect and fix, if they can.
It will get to you.
That's been said before and nothing ever does. So no, it won't.

In that case it should be emailed about a problem to google...

Ok, who? There is no such email. However there is the "Feedback" option in every YouTube page that will allow a screenshot to be taken and included in the feedback report.
Semantics, you obviously got the idea.

It's much easier to use the feedback function and will get a more direct & timely response.
