Why does my CPU not boost up to max frequency after using Throttlestop?

Hello, I'll appreciate any help on this issue!

I've recently been messing around with throttlestop undervolting, and for some reason now my cpu does not boost during the 3dmark gpu tests.

The windows power plan is at balanced, but that's only because I use a lenovo legion laptop, and in order to use the custom profile with custom fan settings you have to use the balanced power profile.

What I've tried:

• Deleting the config file and restarting, reverting back to stock values and using HWINFO to verify that the underclocks aren't applying
• Tried setting speedshift to 0 via throttlestop (And switching windows plan to high performance, ignoring the custom fan settings)
• Increasing the PL1 and PL2 values
• Increasing IccMax for CPU Core

Check the Log File box on the main screen of ThrottleStop before you start testing. When finished testing, exit ThrottleStop so it can finalize the log file. Attach a log file to your next post. The log file can be found in the ThrottleStop / Logs folder.

The main screen of ThrottleStop shows that the CPU is reaching 99°C which triggers thermal throttling. When the Nvidia GPU is active during the 3D Mark GPU tests it is going to create a lot of additional heat inside of your laptop.

Some laptops also use an embedded controller EC to limit CPU power consumption. This lower power limit can be activated at any time. Thermal throttling could be a possible trigger.

In the TPL window try checking the Speed Shift box.

Some users get better results by checking the Sync MMIO box and not checking the MMIO Lock box. You will need to reboot to unlock MMIO. It is possible that there is some interaction going on between ThrottleStop and the Lenovo control software that you are using. Hopefully a ThrottleStop log file will show me some more details.

I've attached the log file as you requested, but now there's a new problem. My cpu wattage is being capped at random values everytime I restart my laptop. At first, it was 90w, then it was 120w, now it is 150w. There are no limit reasons popping up either.

I am stumped.

The log file shows that your CPU is being limited to 150W. That is typically done by the embedded controller that I was talking about. Is your Lenovo software set to maximum performance?

The EC power limit can be set or varied at any time for any reason. Only Lenovo knows the algorithm and what triggers can result in lower power limits being set. Did you try using Sync MMIO instead of Lock MMIO like I suggested? Some users have found that having MMIO locked might be what triggers the EC to clamp down on power consumption.

There are no limit reasons popping up either

The log file shows that the CPU multiplier is being limited to 35. This could be the control method and the 150W value might just be a coincidence.

Yes the Lenovo Software was set to maximum performance, but its all good now.

You were spot on with the suggestion to check the sync MMIO box, that seems to have fixed the power throttling issue.

I re-ran a Timespy with no power throttling now, but I did limit the ratio of my cores to 52. The cpu still underperforms during the graphical test.

Apologies this doesn't seem to capture the timespy run. I'll repost with another test log.

This issue might have been fixed in the latest TS beta version. Send me a message if you are interested in doing any beta testing. Windows 11 reports that any beta versions have a virus so most testers are not interested in rolling the dice. Using Sync MMIO instead of MMIO Lock seems to be the easiest way to solve this problem.

Here are the results for the timespy run. Even though the ratios are set at 52, the max boost clk seems to be only around 4800mhz.

I will do some 14900HX testing later today to try to figure out what is happening with Time Spy.

At the beginning when I first posted this thread the cpu score was 17960, basically the same as before I started undervolting, even though the cpu clk was dipping during the graphics test.

Now the cpu score is at 15057. I'm not quite sure what I may have done to cause this sudden drop in score.

I just did a restart and went straight to a time spy run without opening Throttlestop and got this score. Now I'm convinced I must have messed something up in Throttlestop, but I have no idea what. The cpu was drawing power appropriately, hitting a ceiling of 190w.

I realize that I only have a 4070 compared to your 4080. I still think something is wrong. Seems like bad design. Trying to get the advertised performance out of a modern laptop is full time work.

The low balling gpu graph reminds me of Nvidia's whispermode/battery boost(I still don't know why it defaults to Enabled).

Trying to get the advertised performance out of a modern laptop is full time work.

I wonder when the day a gaming laptop comes optimized straight out the box will come, that level of advancement would take decades probably.

I'll give your Throttlestop settings a shot, even though it shouldn't really change much.

which laptop?

Maybe it is the selected performance profile.

The TGP must be different depending on the profile.

This graphics score doesn't seem to be from a 4070 mobile with just 55W.
Maybe 70 or 80W...

I have the similar problem with my dell Latitude 3410 laptop. It has a I7-10510U cpu and a Nvidia Mx230 GPU，also with a dell EC to control cpu & gpu power. And I did the following:
1.Use "imon preifx" value to cheat EC and dubbled the cpu power limits,27w -> 54w.
2 Use throttlestop to undervolt cpu core and cache voltage with -50mv.
3.Use Msi Afterburner to undervolt GPU, make its power consumption from 15w -> 10w.
4.But the cooler design is the key throttle, when cpu power + gpu power > 27w, the cpu temp will go to 100 Celsius degree, and it will lower the ratios.
5.The AC power adapter 65W is also a key throttle. when cpu power + gpu power + others power > 60w， it will lower the ratios too.
