GIGABYTE RTX 2060 SUPER WindForce OC sometimes lags and stutters...

It does make them cheaper. If you know what to look for it could save hundreds vs some other brands. My favorite GPUs are actually As Rock for how quiet and small they are and MSI for how well built the Gaming series is. Sapphire seems to get the fastest chips from AMD though.
I used to go with tuf but it seems as of 2017 the boards were lacking robustfulness, i moved to steel legend and that seems to be what tuf used to be, a high quality board

So you wrote it had no paste when you removed the heatsink the first time correct? Did the die have a pad at least from the manufacturer?
yes it did but the thermal paste on it was dry...as hell.
had to remove the old paste and reapply new.

yes it did but the thermal paste on it was dry...as hell.
had to remove the old paste and reapply new.
Thats typical, many use cheap stuff, it seems a current thing now is Thermalpads are replacing the paste on the gpu die by end users.

What game is it? Some games really hate running from a HDD, especially ones with large maps and lots of streaming assets.

the game is alan wake 2..just as soon as the game starts..loading screen ends...3 mins after playing... "hdmi no signal" whilee gpu usage percentagee at its peak.. 99% - 85celcius.

Watch for GPU Hotspot and in games that 6 GB buffer spills over the slow Pcie bus. In NV CP settings choose always prefer maximum performance as opposed to power saving. I have witnessed games that can't even use above 8 GB only thing left is to ease on the texture details.
2060 Super has 8GB iirc. It's a friggin disgrace that AIB cards that cost hundreds of dollars need repasting every couple of years. I mean, I would get that if the card was 5+ years old, but when it happens on gpus that are 1-3 yrs old, something is seriously wrong. I've seen reports of this happening on asus tuf/pro art series within first 10 months b/c of paste pumpout, those are not entry level cheapo cards.
This particular 2060 Super Windforce might be just a mess regardless of paste, reading user reviews a lot report 80-85 degrees out of the box and very loud operation. Last Gigabyte card I used was 3060Ti, bought in mid 2021 iirc, it was already a Rev.2 of the cooler, so it must mean they screwed up the first launch version from late 2020 that required an immediate redesign. The card worked fine, cool and quiet, but I suggest everyone be cautious buying their cards, certainly wait for user feedback before purchase.

Yeah, 85 ˚C is pretty much the peak of your GPU, it needs better cooling.

I agree. The only card I've ever had to repaste was an EVGA 2070 Basic Joe Edition (i think it's called Black). It worked wonderfully for a few months after that, then it died.

I also have a 1030 and a 1050 Ti that I never repasted in my life, and they both still chug along happily, never going anywhere near throttling temps.

Lower power chips is why, they probably use the same paste for all of them

also...note : i must include this...when on overclock refresh rate such as 180hz monitor says "hdmi no signal" !!!
when returned back to normal refresh rate which is 120hz no issues..

setting to max perf (vs adaptive) will only help with low load situations and the card clocks down.

I know a lot of people seem to slate Gigabyte cards, but conversely they are the only cards I've been 100% happy with and never had an issue. Every one I've had has been really quiet with good temperatures.

i know outside some top tier one with a full block, they tend to have cheaper HS than other brands at same price, similar to their mboards.
and for a previous card i had, they decided to switch to cheaper vram once reviews were out for a few month, without any notice to consumer in any form, and i endet up having to downclock vram, as it needed more voltage when ramping up clocks compared to the initial batches with Samsung chips.
i dont care much about losing a little/not able to add any oc, but not testing when you change hw is a joke, but shows how they give a crap.

and was not the only one with an unstable +300$ x570 board, while (test) replacing it with a 150$ msi, resolved the problem
