That is the rubberized glue/sealant for the integrated heat spreader(IHS). It a factory thing. Worry not.
I just got it and installed it today , it runs fine in games and in stress test with normal temperatures. In gaming 50-62-65C depend on the game, in stress test like CB2024 , CPU-Z stress test 70-75max , but in AIDA64 on FPU test it reaches 92C and in OCCT it reaches 90 , should I worry about ?

Zen3/4 X3Ds have the extra cache layer on top of the core CCD. This creates another physical barrier between core CCD and the IHS. Heat must travel through the extra cache layer to reach IHS.
This creates some heat soaking on the core CCD.

This is why these CPUs have much lower frequencies compared to nonX3D counterparts.
Only on Zen5 X3D this was eliminated by placing the extra cache layer under the CCD instead on top.

If I were you I wouldn’t run too much stress tests if temp persists at 90C.

Max all core frequency of 5800X3D should be 4.55GHz and there is no way to increase it.
Also the CPU max power limit is 142W but in reality in tests it doesn’t go beyond 100-110W

That is more of a real world number crunching test. This is the test to pay attention to as it will most accurately reflect real world use-case-scenarios.

Those two are extreme tests, kinda similar to Prime95-64bit. They are "push-it-to-the-limits" type tests and are not representations of real world scenarios. Think Furmark but for CPU's. With those two tests, your temps are not terrible. I've seen at least one 5800X3D go as high as 97C with OCCT and 98C with Prime95-64Bit. So 90C/92C is decent at the very least. You may have won the Silicon Lottery with that CPU.

I think you're solid and good.

Now I have some strange problem. At default I have m1 and m2 nvme slots, m1 occupied by my OS nvme 1tb teamgroup and m2 occupied by my storage for extra games nvme which is 512GB WD black SN810.Also I have 512gb of HDD.At the moment of installation my new CPU , the WD black dissapeared and I remember that there was something in my mobo manual that says about using certain SATA 6 slots and 2 nvme M slots. I removed my HDD and SSD2 appeared back. Now I turned on my computer and its missing again. What it should be ? I can't find it in BIOS neither in disk management, I reseated the NVME in the slot and still doesn't show

I've seen this. Have you tried a different SATA port? Or do you have them all filled?

I used to have sata 1 or 2 occupied by my HDD , after the first boot when I installed the new CPU and saw that NVME 2 is missing I kicked out the hdd out of my build and now neither of the sata ports are occupied. I just now took out the CMOS battery for couple of minutes and reseted the BIOS to default and NVMe is available again.Either the RAM frequency messing with this or its the 4g decoding+ resizable bar for my Smart Acess Memory ,because I don't touch anything else in the bios settings. My only occupied drives now are M1 slot and M2 .And yes I have the latest bios ver and chipset drivers.

Ok, is the mobo in your specs the one were talking about? If so the page in the manual that describes the "Connectors with shared bandwidth" defines that of you use M.2-2 SATA 5&6 will not function. So you need to use only SATA 1, 2, 3 & 4. If have more than 4 HDDs, I would suggest a SATA PCIe card to augment the ports on the motherboard.

Yes , that's my motherboard and No , I don't have any SATA ports occupied now.(I never used 5 or 6 ports because I know they can't be used since I installed my second nvme in M2 slot months ago but yet I had to remove the HDD from port 1 or 2 can't remember exactly in order for my NVME in M2 slot to be recognized after the first time I installed the ''new CPU'' - it worked like that for hours and after turning off the PC for about 1 hour+ and returning back home , when I turned the PC again it no longer recognized the M2 slot) Seems like enabling the SAM causes this issue because now after I set the default settings in BIOS everything came back to normal. Now I tried to turn back my memory frequency to 3600MHz(not trough D.C.O.P but from manual setting )it works too ,obviously SAM is the problem and now is disabled n the drive is recognized and working. But I need my SAM working ,any idea how to fix that ?

Ok, that's a weird one. Not 100% there. You should be able to enable SAM and use your SATA drives at the same time. Have you updated your BIOS to the latest version? Perhaps there's a glitch that needed fixing?
3611 is the current version.

Yes , I am on 3611. I think I found fix suggested by ChatGPT(don't blame me on using it :D ) So I set PCIE lanes for M1 and M2 slots from auto to 4lanes for M1 and 3 lanes for M2 instead of auto. for now its working. Guess I will have to turn off my pc for couple of hours and turn it back on to check if that fixed it. It's definately something with BIOS settings and more specific with SAM.

Cool. Glad you got it figured out!

No worries about ChatGPT. AI is useful for a lot of things, including assisted troubleshooting. A lot of people, myself included, have expressed concern and annoyance about it being used for everything. It has potential to be very scary. But I digress.

Yes, now I tried to hook back up the HDD and whenever I do it it disable the M2_2. I tried to sata 1,2,3 and 4 ports and it disables the M2 ,weird isn't it ?

It really is. The manual says it shouldn't work that way.
I now again removed the HDD from the system and guess what...M2 is missing too... Will have to redo the BIOS settings again lmao

I can't help you with this drive issue. I stopped using HDDs 10y ago. Dont know if this is HDD related or not. It shouldn't.
In my current system (X570 since 2019) I use 2xNVMe (1xPCI-E 4.0+1xPCI-E 3.0) + 2xSATA-3 SSD + 1xOpticalDrive SATA-3 and never experienced such an issue.
I also have SAM enabled.

Those NVMe drives are PCI-E 4.0 or 3.0?
Each NVMe is taking 4x lanes. What you've change is the version of PCI-E 4.0/3.0 which affects the speed of the bus.
PCI-E 4.0 = 16GT/s
PCI-E 3.0 = 8GT/s

I didn't go through your board's manual. Is the M.2-2 connected to CPU or chipset?

B550 has some limitations over X570 but dont know if you fall under those.
Also every board vendor can configure them differently.
