Zotac 4070 ti super uses AD102-175, but core power is 9+2. Is it bad?

Inconsequential, most of this AD102 chip is fused off, it should have similar characteristics of any regular 4070 Ti Super built on the usual AD103 core. Might clock a bit worse, might not.

Really, don't worry about it. It is not a bad card, quite contrary. Besides, despite forking over the cash, most of us who purchased 50 series cards did not get our orders fulfilled yet, especially RTX 5090.

I wouldn't be worried. Like Dr. Dro mentioned above, the GPU is so much cut that it's not even nearly as a bad power hog as it would be with 4090's configuration.

It's not that rare to have a card with higher tier's GPU with disabled units, it's better to use them in lower tier cards than throw them away. I remember EVGA RTX 2060 KO using a TU104 for example.
