3090 can't do more than 87% TDP (capped at 300w).

My system spec
CPU: 13600k default , alright updated last MB bios
MB: Aorus z690
RAM: Trident 32x2 3600Mhz
PSU:NZXT C1200 gold
All air cooled

The GPU in question is Galax/KFA2 3090 SG. No matter what I do, the TDP can only hit 300w though this GPU is supposed to have 350w .
So far, I've tried Furmark, 3dmark demo, superpostion, plus regular gaming. GPU Core clock + voltage throttle as soon as the card hit 300w. The card is not overheated, even if I manually adjust fans to 90% which reduce temperature 4*C furthere, the maximum power consumption still not change one bit.
Otherwise, there is no obvious errors like crashing/shutting down/power down etc...

I uploaded tests I've done so far:
1st test. 5-10minutes Furmark, Gpuz sensors graph included. TDP 87% (300w). Percap reason = pwr ?
2nd test Several loop of 3marks time spy . GPU score is about 19400-ish, max power is still maxed@303w (hwinfo+ average3dmax graph included). As you can see the performance dropped as soon as it hits 300w
3rd test is just regular game with FPS uncapped. Percap reason = pwr, Vpop, Vrel. Power consumption also can't reach 350w.

At first I'd thought GPU has TDP capped by vbios but It doesn't seem to be the case. I have AB installed, the power limit is at 100%
Please help me identify the problem. Previous owner claimed this is a refurbished card, so I don't really know what's going on here.

Edit: I decided to plugged my old card to my system and found something interesting. This probably the cause (check the last picture in attachment).
I noticed the pcie slot power only draw 5w with 3090, while with my old 2070, it draws 50w and thus reach TDP limit of this card. This is why I can't reach tdp with 3090. Anyone knows what is the issue here?

Temperature limit in Afterburner?

1740825319782.png

Just a wild guess on my part, but it seems that Afterburner defaults to 84C whenever I install it here. and you're exceeding that in your hot spot. I can't recall now what it defaults to for priority.

Might also want to give PTM7950 a shot next time you re-paste the card.

default is 83 in AB. It's for GPU core , not hotspot I'm sure.

I updated my first post. Found the problem but dunno what caused it

Did you try your 3090 on another system ? If not, try it, because you will then know for sure that the card is ok and you can work from there to find your issue.

I wonder if this is a driver bug - what happens if you roll back to a 560-branch driver?

8pin connectors are at around 150W. But pcie is at 5W. You want extra from pcie. So motherboard must be having a power saving mode. Try windows settings for that.

Seems to be a known issue (also, the opposite. PEG slot over current).
A lot of Zotac units and some eVGA with the same issue, seem to come up in search.

vBIOS updates seemed to have the most change for users.

It could be this, but newer cards tend to draw less power from the motherboard these days. I haven't seen any 40-series cards draw more than about 35W of the 66W available, no matter how hungry the card is.

5W definitely sounds too low though, I typically see 15-35W with 3060/90, and 4060/60Ti/70/70S cards.

Yes , i did. Exact same issue on other system.
I'd wanted to give different vbios a try but ended up returning the card. So we'll never figure it out.

Out of curiosity, I looked for same card on internet and their PCIE slot draws more than 5W. I don't know which vbios owner are using thou.
