II have been using throttle stop and what works is c1states and adding performance power plan but i think the voltage is locked because nno matter what i put it at it wont move in CPUz. It does allow me to adjust the clocks. All i have done is the overlocking profile 1 in AWCC and turned c1state. Is there a way to unlock the voltage or maybe im doing something wrong

Post a FIVR screenshot.

Does the top middle of the FIVR window display Undervolt Protection? You have to disable that in the BIOS to allow ThrottleStop to undervolt your CPU.

The FIVR window should look like this.

Yes it does.

If your computer has an Undervolt Protection setting in the BIOS, this needs to be disabled. Not all computers allow you to disable this.

I would recommend using the Adaptive voltage setting for the CPU Core.
I was reading somewhere that this machine can use a custom bios to allow for undervolting but im not sure i want to go that route just yet. Temps are not horrible. It does hit 100c sometimes but mostly runs at mid 80s and low 90s

custom bios
Did you look in the BIOS you have to see if it allows you to toggle Undervolt Protection on or off? The MSI Vector has this setting available in its Advanced BIOS. So do many Lenovo Legion laptops and Asus laptops, etc. I would be surprised if an Alienware computer did not have this setting in its BIOS. No need for a custom BIOS if this setting is already available.
