Hello,

i have problems with setting up the Throttlestop on my Fujitsu Lifebook U749 with a Intel Core I5-83650U.
Everytime i start a semi heavy loaded programm like Bluestack (Android Emulator) or Multiple Browsers with Streams my CPU gets Throttled.
These are my Settings:

What type of throttling is happening? The 8365U is a low power CPU with a 15 Watt TDP power rating. Intel basically designed these CPUs to throttle. There is a good chance that Fujitsu is using an embedded controller (EC) to deliberately enforce a low power limit. This can cause constant power limit throttling when the CPU is loaded.

When you boot up, if the TPL window shows a yellow lock icon in the MSR Power Limit Controls section, that means the power limits are locked. The CPU will ignore any changes you try to make. Setting the turbo time limit request to 3+ million seconds is being ignored. The top right hand side of the TPL window shows that the CPU is still using the default 28 second turbo time limit value.

There is no need to check the PP0 Power Limit box. There is also no need to set Power Limit 4 to 1023. That register is also locked so requesting a sky high value is ignored.

Change those settings and then check the Log File box on the main screen. Run a log file for about 15 minutes so I can see what sort of problems you are having. Increase the turbo ratio limits back up to their default values before you start logging data. When finished testing, exit ThrottleStop so it can finalize the log file. Attach a log file to your next post.
