Having 2 rpm fans could hurt performance, but if you assume it doesn't, then you'll never know.
I agree, you should never assume anything until you have seen it for yourself.
Sure, even i don't understand how two fans running at different RPM's in a push-pull design could benefit cooling.
But who knows, maybe the rad benefits from that in some way... who knows.
