Well, technically you are right. GDDR* have timings as well. However, in most cases graphics card BIOS includes specific settings for all memory chips that it possibly supports.
From what I have seen, flashing the wrong BIOS very rarely fails due to issues with memory configuration. There are a lot more common reasons for it to fail.

Perhaps that's MSI who was "leaker suspect" and wasn't included in the "prepare for me mbump" circle.
Or perhaps they need reasons to sell overpirced 5600XTs (the most expensive AIB card is by MSI)

Powercolor/Sapphire make no such claims.

Sapphire,powercolor,xfx need those cards to live they either sell them or nothing,amd have been giving them very little to feed on.

I’ve been checking the retail listings, and most of the cards are being sold as OC models. A few start at $279, but some go over $300.

So the company that only covered half a memory chip with a thermal pad on the 5700XT (evoke) says the memory on this one might not reach the speed it should.....shocking

I don't trust msi, i lost confidence in them after AM2+

If I am flat out wrong that must mean that the cards which use different modules from different manufactures are shipped with a different BIOS for absolutely no reason at all, right ? And if you flash the wrong BIOS, despite the fact that all chips are rated at the same speed, you brick the card.

OK, got it, makes sense.
Here is the thing, I just spent a few minutes looking thru the details of the 5700 series cards in the GPU database and they all have a bios that covers just Micron and Samsung GDDR6 memory both in each individual Bios, then I took a look at the dumps for 5600XT and to my surprise there are already 14 across 4 manufacturers (Asus, Sapphire, MSI and Powercolour), they are all only showing Micron memory. So it looks to me (so far) that the GDDR6 memory on the 5600XT is for want of a better word..... generic AMD spec.

Edit: Looking closer, of the 14 bioses for the 5600XT, it appears 12 of them are identical in both timings and speeds (they go up to 2000mhz), but Powercolour has 2 Red Devils in there that are a little different, still Micron but upper level clock are at 2250Mhz.

Already in UK it appears that for the higher clocked versions there is a premium of £30 - £40 over the "standard" card (Red devil is £299, cheapest standard 5600XT I can find is £259 in the same store) so for the higher clocked card it is very close to 2060 Super prices (about £20-£30 difference) and a fair bit more than the 2060 vanilla price, like most things though, prices should settle in the next few weeks (hopefully).

The reason for this mess is that this is the second change in the specifications of the card. The 5600XT was supposed to be 2048 SU, 8GB 14gbps and $ 300 AMD decided not to repeat the mistake with the 5500XT and released a card with the same performance, but cheaper to produce. Nvidia did the same, the hard-to-sell 2070s cut them to 2060 KOs. AMD expected the AIB to massively rely on faster memory.

Yeah the card was originally specced for 12Gbps(And actually still is by AMD), that it uses 14Gbps memory in the first place might come from gddr6 manufacturers. I.E. I don't think there's a single one gtx1650 Super with the card specified 12Gbps memory all tested 1650S:s I've seen are with the 14Gbps microns clocked down as 12Gbps.

Edit: damn I'm too tired...

This seems to be the case as all of the 1650 Supers seem to overclock to 15Gbps or better. A quick bios update to 14 gbps would really put a hurt on the 5500 4gb.

The 1660 may be even more underrated. It comes 8 gbps and seems to easily hit 10 gbps. That puts it much closer to 1660 Super performance.

I see the excuse was already developed :p AMD makes a last minute drastic change to specification, the most unprofessional move imaginable, putting board partners in terrible position, but soon it will be board partner's fault because of false accusations about using poor quality components. You people just don't deserve these cards, neither does AMD.

Important follow-up here, according to the statements from the latest GN video, AMD provides both and dies and the memory to partners.

You should try watching the video. Pretty solid explanation that might be applicable to any OEM.
