v-cache in Zen 4 is 2nd gen, in Zen 3 it was actually beta, this is why the clock speed in Zen 4 v-cache models will be basically the same as non v-cache versions and voltage won't be an issue. There does not seem to be adownside to v-cache in Zen 4 other than the higher price, but with much stronger gains in Zen 4 than even in Zen 3, to me waiting for v-cache is a no brainer. When AMD first announced the cache die for Zen 3, they said it would be on 6 nm process, optimised for cache. Then it became 7 nm, and we don't know if it's tweaked in any way - my guess is that it is.
