"Intel will not issue a recall for its failing 13th and 14th gen CPUs"......... yet... They will when they have a solid plan in place to replace all of these CPU's, home built in desktops at home, OEMs at home and work, servers and laptops. They need to build some of this in secret and when the cat is let out of the bag they will announce their plan for a recall, but first that involves producing an entire new line of chips that just so happen to be slightly better (and drastically modified) but ultimately the same because they are ultimately drop in compatible reformation of the same chips, and they are about to be produced, it seems to me that the reason is that they know they have to do a recall but doing it too early is counter productive for the vast majority of consumers, and is certainly bad for Intel, and at this point the best thing to do is to tell the truth, and It could be argued that Intel is doing better because they are not causing undue panic amongst the public, but in reality it is to counter this failure in the public eye and come out of this as well as possible.!
