The Endorfy Fluctus 120 PWM is a budget-friendly fan which gets the basics right, and then builds upon it to deliver decent performance at a low noise level. Add in some engineering optimization to make the fans feel even quieter than they are, and it offers good value for multiple use cases.

Benchmark Scores I once clocked a Celeron-300A to 564MHz on an Abit BE6 and it scored over 9000.
Pricing of this seems good, so the mediocre performance is acceptable.

One minor criticism is that they only seem to be sold individually which is wasteful (and more expensive). With the exception of maybe a replacement fan on a single-tower air-cooler, people are going to need 3-12 of these in one go. Arctic have been selling 5-packs for years, most manufacturers offer 3-packs now.

I used to buy BeQuiet! PW2 fans and it annoyed me how wasteful it was to buy 25 of them and then throw 25 individual packaging boxes and 50 plastic bags and 25 instruction sheets away. That's a lot of wasted material that doesn't cost nothing.

For around the same money I would rather pick up some Arctic P12s, tight budget or not, I would still choose the P12s.
