This situation reminds my of my Vega64 Red Devil. Failed due to a power supply. Even after I've acquired 5600XT it the card was unstable. Though the PSU was working fine with a 1050TI so go figure. Swapped it with a SeaSonic and all problems went away but I got my Vega64 damaged anyway. Even swapped cables but it was gone already (Worked for some time with my 5600XT though)
My 6900XT Red Devil works flawlessly with the SeaSonic 750W PSU. No problems whatsoever. I'd really take a closer look to PSU's you have been using with the card cause I know, sometimes it does get in the way of stability no matter the OC.
