I was thinking, read board manual, ensure cards are in correct slot, ensure chipset drivers are installed, sli bridge installed then gpu driver

yes i have checked if theyre in the correct slots and updated the bios as well and chipset drivers. sli bridge installed then gpu drivers

One of the cards simply does not support SLI - that's all there is to the problem.

I had the same case. Ended up replacing "basic" Zotac GTX970 (which did not support SLI) with Gigabyte GTX970 G1 Gaming, which, together with Zotac GTX970 AMP! did support SLI.
