i have yet to see any Arctic cooler not being silent, as long as its designed for the cpu used,
and we are talking about idle/low load, and i dont like to hear a pc thats ~2-3ft away.

cant see where you stated location (might wanna fill out profile info), so its hard to give examples.

Arctic 7 and 13 versions are pretty good, let the board control fan speed, and its quiet under non-gaming conditions.

@Bones
whats the make/how long is it in use?
i prefer silence but do like airflow with "one" big fan, rather than 4 smaller ones,
but found most +180mm fans get louder within ~1y of use (dust in bearing),
or "cant" be installed in a certain way e.g. vertical/top of the case (200mm corsair/others)

I wish I could tell you who made it by namebrand - I have no idea who made it (Not marked either) since it was just "A Case" I happened to spot while in an old "Computer Renassance" store that was here years ago.
I saw it with the huge sidepanel fan, thought it was cool so I grabbed it and it was actually a fairly cheap case too.

I'm sure if you look around you can find one similar to it or if you really must, just modify a sidepanel to a case for it since that's the basics of how this one was made.

This... or just set up a semi-passive operation if your BIOS / fan control software supports it. My CPU fan is set at 0 RPM below 60 °C, and increase sharply until 80 °C. This is the best way, imo.

this works if you're wanting to minimize noise but can tolerate it under heavy load, the problem at hand being when not if the heatsink will soak which could lead to a noisier environment in bursts. the approach I thought of takes the massive size of the D15S into account and adds the inaudible fan to prevent it from heat soaking altogether.

Completely passive operation is only really required in scenarios such as recording studios IMO

I'm still using a Scythe Ninja REV.b on my AM4 system (Ryzen 5600)although not passively. I think its 18 years old.

ahh, forgot the sidepanel part, as then its still possible this will get noisy if mounted on top,
might even be from the same plant that makes corsair/others, and why its not labeled..

A chassis with good airflow should help that. My CPU sits at 42-45 °C at idle, and only reaches 60 in lightly threaded games.

My case might be different than OP's, though. The 7800X3D doesn't really care about fan RPM.

That's possible, I'll look around and see if I can find one like it.

EDIT:
Turns out there is one that's similar right here at TPU someone did as a case mod: [Case Gallery] - Codegen 9011 with 240mm Fan | TechPowerUp Forums

The fan itself is VERY similar to what mine is.

Prosiphon cooler will die as all weird and nonsensical products. It has maximal cooling power of 200W, as shown in reviews. That is what 600g $40 direct contact 4 heatpipe air cooler can do.

Prosiphon is 3,5 times heavier (a true motherboard breaker!), FOUR times more expensive, FOUR times bulkier. At least in weight and bulk you get what you pay for. Not in performance.
Did you come up with these numbers from your actual testing or just parroting the influencers?

Pretty sure I saw it take 350-400w from a big cpu, not these puny CPUs that we buy.
Where? They have nothing in the specifications, which is weird, because if the cooler would really be able to cool 350W, they would be boasting about that. They are silent instead.

It was an AMD server CPU I think

Edit:

Which is why I did not want to test it, I was not able to get much more than 250w with my hardware.

The Icegiant is made to run with AM4 and TR too.
That's why the bottom of it is a big as it is and it's been said it works even better with a TR because then the entire bottom is being heated and that makes the cooler's evaporative effect that much stronger.
That also means it's good for at least a chip like my FX-9590 (220W) since I did try it and it worked just fine with it.
Recently I subbed the stock fans with some 120mm 170 CFM Delta's and it was even better - Much better in fact but using it with this setup as I post and of course, I coudn't keep the Delta's in it for any kind of daily use.
NOT for those who don't like fan noise..... Or the rest of the house late at night.

I sorta miss a case also, no cheap solutions a cooler block that serves also as a case ? Currently I just packed everything in a wood stand to not have stuff all around, but I can't stand to the noise

I had the half idea to do something diy, but... I fucked up and I am tight on money, so I can't play too much

This is certainly a way to do it... not a good one but a way.

You're going to get more noise in a jank particleboard heat trap like that than if you just spend $70 on a decent case with an aftermarket cooler (with a fan).

OP. This is not the answer to the question that you asked, but it is the answer to the problem you want resolved...

Option 1:
Put the PC in another room, and buy a 20m fibre optic hdmi cable, a 20m usb3 cable and a 4-port powered USB hub.... I used this solution when I was running my old system; a 5930k overclocked to within an inch of it's life... It sounded like an aircraft taking off when gaming... But with the PC upstairs in the spare room, and the cables running downstairs to the living room, it was absolutely silent!... In BIOS, I set "wake on USB keyboard" so that I could just press any key on the keyboard downstairs to start the PC, and didn't have to run upstairs every time I wanted to use it XD.

You can pick up the cables on Amazon when they come on offer: The fibre optic hdmi cable was the most expensive at like £40 on Amazon... The USB cable - £20... The hub; £18.
Total Cost: £78 ...

If you can get away with 10m cable length, it's obviously a bit cheaper... I needed 20m, and probably would've got 20m anyway for compatability when moving home (which I have now, and although my PC in my gaming room upstairs is silent now, I also have the cables running to the living room too, so I can chill down there on the PC too.)

Otion 2:
1) You need a case... just sitting it in a wood surround with open front and rear, but closed top, you will get some stagnancy of airflow... That solid wood shape also acts as a sound guide to direct any and all sound outwards towards the front and rear (where it bounces off the wall and comes forward adding to the front again!)

A cheap cheap mesh fronted case with good airflow: Kolink Citadel. About £50 in the UK.

2) A cheap cheap but high performing air cooler with much greater capacity than your actual CPU wattage: Thermalright PS120SE (about £45 in the UK) or PA120SE (as low as £35 in the UK) CPU tower cooler.

3) Put the case on the floor so that the noise isn't right next to your ear when sitting at the desk... I'm pretty sure that noise levels are something like inversely proportional to the square of the distance, so the further you can get it from your ear, the quieter it will appear, very rapidly. Also, if your floor is carpeted, it will absorb sound instead of reflecting it like solid wood case and desk... If your floor isnt carpeted, buy a small carpet door-mat and put it on it!

Build instructions:
The case comes with 2x 120mm fans... scrap those out for some 140mm fans (Be Quiet or Noctua or Arctic F14 (cheapest at £10 each) or the like) at the front AS EXHAUST... 140mm fans can run slower and quieter than 120mm fans for the same airflow!.. Potentially, maybe, put one of the 120mm fans provided in the rear as intake. Fit the PS120SE air cooler as intake rear, exhaust front. Set all the fan speeds to minimal, juuuust running speed (you really will only need very low speed on all the fans, which will be virtually silent). If you can, undervolt your CPU (curve optimiser in BIOS for AMD), to reduce it's power consumption, and therefore the heat you have to dispel. Intake rear gets cool air stright to your CPU tower cooler so it can run lower fanspeed for the same cooling, and setting the front fans as exhaust moves the leading edge of the fan blades away from the mesh, which reduces turbulence and noise.

This setup will be silent, for all intents and purposes.
Total Cost: £115-£125 (including 140mm fans)

I built a 12700k and 3080ti for my mate a year or two ago in this very case. At idle or browsing the web it is absolutely silent... Gaming, it's so quiet that it is on the very very edge of hearing if you actually listen for it.

My own silent system is in an SFF NR200 case, 12700k and 3080 10G (both undervolted and watercooled), with custom loop water cooling, dual radiator (240mm slim radiator in the top, and 280mm radiator in the bottom) with the watercooled GPU vertical between the two... At idle, the fans are at 25% and it is silent at 29C on both the CPU and GPU with 19C ambient. Gaming, it has fans at 40%, which is virtually silent, 67C max on CPU and/or GPU... 45% fans, I can juuuuust hear, at 62C max... Waterpump at 40% for all these tests so that that too is silent. (I'm running noctua fans and ended up having to do a noctua fan mod on the power supply because that was all that I could hear from the PC when gaming, and it proper peed me off!)

Case: £65
Fans: £140
Slim 240mm Rad: £65
Arctic Freezer 280mm AIO: £80 (I cut the tubes off it, and inserted the other components into it's loop to make my custom loop, and refilled it with EK premix coolant)
Alphacool reservoir tube and fittings: £130+ (I can't actually remember; this is an estimate)
EK premix coolant: £15
Front and rear GPU water blocks: £360
Gelid Extreme Thermal Pads: £90
Thermal Grizzly Kryonaut Paste: £20

Total Cost: £965 ... Not a cheap solution as you requested... Damn I spent a lot for a silent gaming PC?!... Didn't really pay attention at the time, but DAMN!

I have a Le Grand Macho RT that is rated for 90w passive, it can take it. With a good fan on it the rating changes to 320w. But it isnt the best for AM4, or really anything under 32nm.
I can confirm that Le Grand Macho RT is no good for AM4, it runs ~10C hotter than it should be, because of bad contact with CPU (IIRC because it is too convex, but don't quote me on that). Speaking from personal experience on both Ryzen 7 PRO 2700 and Ryzen 7 5800X3D.

I'm guilty of skimming the thread but there's no such thing as a cheap, passive cooler.

Given that we're talking about a wooden case with zero airflow obstructions front to back, a cheap 120mm or 140mm tower with fans set to very low should do the job admirably. In the UK, Thermalright are on Amazon for about £15 with some ridiculous deals:

At £25, and if there's enough physical space to fit it - this thing is a beast:

I think you need to elaborate. Of course there are such things as cheap, passive coolers. If you meant to say "quality" and "effective" cheap, passive coolers, then I might agree.

But I will note much depends on the device the cooler is meant to cool and of course, ambient temps play a major role here too.

An SSD makes more noise than an air cooler w/ no fan on it.

Seriously, you can *hear* an active SSDs.
SATAs' enclosure cuts more of the sound, but NVMe drives are very noticeable. Edit: in an otherwise dead-quiet room, or when brought *to* one's ear.

If you can hear an active SSD, it has problems. You should never hear an SSD. If you do, it is typically caused by the piezoelectric effect due to faulty assembly (bad solder joints) or when faulty components expand and contract due to heat. Either way, it is not normal.

Although it does less noise, it's still noisy XD
