Well that's it...my cards are overclocked out of the box, so maybe that's the issue..I honestly don't have the slightest. You also edited your 2D clocks, erocker...
I stopped editing 2d clocks after the driver that came out that raised them when overclocking. When that driver came out I noticed that while playing video (where I had problems), the clocks would actually raise to "video mode" instead of staying at 157/300 like with previous drivers. Only thing different I did was always disable ULPS mode.
