No the 20G is just part of the part number all listed variants are 16GB.

Maybe it’s the speed of VRAM, 20Gb/s.
GDDR6 tops around 20Gb/s

As someone who ran a HD 3870X2 OC with a 300W quality PSU back in the day*, I can easily say that these "requirements" are just for the F-tier crappy PSUs. Better overshoot with the requirements than having a lots of complains from customers.

*I knew exactly what I was doing back then.

I doubt they had such high power spikes in the past. I would look first in the changes for the ATX standard. I highly doubt a very old PSU from a INTEL 286 procoessor with the adapted wires will still not work on recent hardware. The Wattage is just for the consumer to distinguish. On a second thought: Why do they never write 900 WATT PSU ATX 3.0 or better?

Yeah you'd think the spec it's built to would be more important than some wattage number stuck on the box.
