ASUS plays bait and switch with their DUO models. The MSRP DUOs get shipped out to reviewers upon release and they have good coolers on them, often the best of the MSRP cards. And then they release the DUO Evo models a little later also for MSRP but with a clearly smaller and less capable cooler. And the DUO gets hard to find or goes up 10-15% in price. People think they're the same card and buy the DUO Evo and end up with an inadequate cooler.
Not uncommon though. I have 2 Sapphire Pulse 5600 XTs. One is the original Pulse with a frankly ridiculous cooler on it, probably from the 5700 XT. It struggles to break 62C. The second I bought from eBay but it's the Pulse BE, with a smaller cooler on it, seemingly matching my later Pulse 6600 XT. But is it still adequate? In this case totally, the BE cooler makes a lot more sense and keeps the card at about 67C under full load in a 25C room.
