You are mistaken. It's quite easy to hear tonal sounds that are -10dB or further below the noise floor. They won't register on a sound meter because the total sound power is low, but their peaks are visible on a FFT spectrum plot. I live in an urban area and I despite the din of freeway noise, a busy airport, and my tinnitus (but no wildlife to worry about), I can hear the 4KHz tone of a helium-filled HDD from across the room. The drive is rated 20dBA (@1m presumably).28dBA is quiet enough that you kind of need to live in the countryside away from traffic, in a room that has double glazing, no wildlife outside, and no wind in the trees. Reviewers without access to soundproofed testing boxes often have a noise floor of 30dBA because that's a reasonable noise floor for a building with air conditioning and traffic outside.
TPU only covered four MSRP partner cards, plus the FE. The Zotac is MSRP in name only: I never saw it listed below $650. Only the Asus Dual outperformed the FE but the $650+ cards are all clearly better than the $600 ones.We're both guessing but I'm guessing based on recent 4070S reviews where three of the five partner MSRP models have had excellent coolers. Your guess contradicts the findings of those reviews - care to explain why you think the MSRP Ti Super cards are going to have mediocre coolers?

It wasn't so clear-cut with the 4060 and 4070 launches (which Nvidia also encouraged partner cards at MSRP), but still in those cases the best 2-3 cards were the pricier ones. But to your point, there's a good chance there will be solid performers at MSRP in the next two model releases.
