Computer turns on for <1 second, turns off, repeats.

Hi everyone, I have a system with the following specifications:

ASUS X99 Strix
Intel i7-6800K
Cooler Master Hyper 212 EVO
G.Skill Trident Z F4-3200C14D-16GTZ
EVGA SuperNOVA 1000w PS

There's more parts but I've dismantled it completely to its barebones (Motherboard, CPU, CPU Cooler + fan, 1 memory stick, nothing else) on top of cardboard and it still will not POST. I'm hoping someone has an idea if it's the CPU or the motherboard.

When I power on the system, the CPU fan starts up for <1 second and it turns off. It repeats this process until I flip the switch on the power supply unit. The motherboard's RGB lightning are all lit up as well, but I'm not able to get a Q-Code LED because it turns off after the first code (that's 00). That's about all I can tell you because it does nothing else.

Is it possible diagnose this as a CPU or motherboard issue based on this? Are there any other steps I can take to narrow it down to one culprit other than swapping another CPU in?

EDIT:
Things I've tried:
Swapping out to a XFX 650W Pro Series (same symptoms)
Taking out the CMOS battery
Placing the motherboard ontop of cardboard to rule out shorting

First of all, is this a new system that you just put together? Has it ever booted?

It could be the board's anti-surge protection tripping. Do you have another PSU you can use?

Also could be bent pins on the CPU socket.

I've done the steps in that thread, but it basically says my power supply unit is healthy. The thread stops after that because it solved OP's problem (their power supply) - I'm trying to find out which part to RMA at this point but I can't confidently say what's wrong.

Mine doesn't boot and stop at code 00, I believe it resets before it can display any other codes. I've done everything he's done so far other than the switches since I don't have them on the motherboard. He does state that people RMA the motherboard though - but I've found people with similar experiences and fixed it with a new CPU.

It's been running for about a month before it suddenly lost power on desktop and would go into this cycle. Everything in the BIOS was left at auto other than the memory, and I've also done a CMOS reset and it's still not POSTing.

I've tested with another power supply that's known to be working but it displays the same symptoms - turn on for <1 second, turn off, repeats until I flip the switch on the PSU.

I've just checked the pins and none of them are bent.

People with similar experiences from Tom's Hardware here are saying these symptoms aren't conclusive enough, and people are having the same symptoms whether it's the CPU or the motherboard.

At this point I know I have to RMA something; I just don't want to be RMAing something and then finding out it was the other. I'm hoping someone has an idea and can conclusively say what part is the culprit.

Try the Ram in all slots, one at a time.
It may be a faulty ram slot.

I would think it would get farther in the post and atleast give him a Q code if it was bad ram. Still worth a try though.

Check the cpu socket for bent pins. Otherwise id say its a bad motherboard

I pulled the i7-6800K from my main working system after finishing a project and put it in the system with problems. The computer booted up just fine.

Looks like it's time to chat with Intel :oops:

Just for clarity for whomever finds this thread:
Power turns on for maybe 100 milliseconds, which spins all the connected fans, Q-Code LED reads 00 before it restarts. It repeats this on/off process until I flipped the power switch on the power supply unit. There were no system beeps.
