Simple, first come, first served. I can see a lot of abuse happening with this system. Or even just people signing up to be in the queue, then changing their minds later and causing delays to serious buyers. No, this is a daft idea.Why do you find it so?
Not the same kind of situation. In a store, you're waiting in line to pay for the items you've already got in-hand. This queue system is just to be afforded the chance to buy one. Not the same situation.Let us know how that works out for you next time you go grocery shopping and there's 20 people in front of you waiting patiently, or a line up out the banks door and you walk to the head of the queue.
The current way of doing things is not perfect, but it's better than a silly queue.
