I am literally at a lost for words. At the beginning of february, i bought the following system: i9 14900k, MSI Z790I EDGE WIFI (but i use LAN anyway), 4070 TI Super OC Palit, 2x32 GB G.Skill Trident NEO 6000, PSU Thermaltake Toughpower GF3 80+ Gold 1000W, Kingston FURY Renegade Gen.4, 2TB, NVMe, M.2, monitor Benq XL2746S, mouse polling rate 500 (just in case).
Off the rip, i updated the bios, did a full reinstall of windows, and started playing some games. Then i notice that i am having some sort of stuttering going on. I couldn't pinpoint an action that would cause the stutter, it just happens regardless of what i do, if i move the mouse, the character, or anything else. I tried XMP, overclock, reverting to all default settings, high performance, DDU, removing front USB connectors from mobo, new 12VHPWR cable for the graphics card, i tried some Kingston Fury RAM sticks, different registry tweaks, i reinstalled windows multiple times... oh man, feels like i tried so much stuff. Nothing worked.
Being fed with all that, i just put the processor for sale and i bought a 9800x3d and a new motherboard, MSI B650I Edge Wifi, and another watercooler, Arctic II, another PSU, BeQuiet! 1200 Gold - basically i swapped everything from the old computer except the graphics card and the ram. Sure enough, the stuttering is still there, even with the new processor and mobo (during installation i basically removed all components and connect them again, re-seated ram etc).
The games are butter smooth between the stutters, and the audio does not stutter, only the image. At this point, i can't figure out what is going on. Please let me know if you have any suggestions, this is aboslutely insane. I will put some pictures here from Elden Ring and DayZ. The stutters are happening at any FPS number and in any game, these two are just some examples. I will also put some HWMonitor screenshots, maybe someone can figure something out from that, if there is a component that is misbehaving somehow.
