Frametime spikes/Stutters/FPS multiple games

Hello guys,

I am literally at a lost for words. At the beginning of february, i bought the following system: i9 14900k, MSI Z790I EDGE WIFI (but i use LAN anyway), 4070 TI Super OC Palit, 2x32 GB G.Skill Trident NEO 6000, PSU Thermaltake Toughpower GF3 80+ Gold 1000W, Kingston FURY Renegade Gen.4, 2TB, NVMe, M.2, monitor Benq XL2746S, mouse polling rate 500 (just in case).

Off the rip, i updated the bios, did a full reinstall of windows, and started playing some games. Then i notice that i am having some sort of stuttering going on. I couldn't pinpoint an action that would cause the stutter, it just happens regardless of what i do, if i move the mouse, the character, or anything else. I tried XMP, overclock, reverting to all default settings, high performance, DDU, removing front USB connectors from mobo, new 12VHPWR cable for the graphics card, i tried some Kingston Fury RAM sticks, different registry tweaks, i reinstalled windows multiple times... oh man, feels like i tried so much stuff. Nothing worked.

Being fed with all that, i just put the processor for sale and i bought a 9800x3d and a new motherboard, MSI B650I Edge Wifi, and another watercooler, Arctic II, another PSU, BeQuiet! 1200 Gold - basically i swapped everything from the old computer except the graphics card and the ram. Sure enough, the stuttering is still there, even with the new processor and mobo (during installation i basically removed all components and connect them again, re-seated ram etc).

The games are butter smooth between the stutters, and the audio does not stutter, only the image. At this point, i can't figure out what is going on. Please let me know if you have any suggestions, this is aboslutely insane. I will put some pictures here from Elden Ring and DayZ. The stutters are happening at any FPS number and in any game, these two are just some examples. I will also put some HWMonitor screenshots, maybe someone can figure something out from that, if there is a component that is misbehaving somehow.

Aaah apologies! My phone wouldn't load the uploaded images earlier. Have you checked Windows Event view around that time stamp to see if something is happening?

i dont think i checked windows event viewer.... i'll have a look into it. where exactly should i look? in which menu? and what am i looking for?

im using a 14700kf and a 4080 and i solved all the stutters in elden ring turning off cpu parking using ParkControl from bitsum i went from having stutters every time in every cinematic (in the cuts) or when the game tries to load new areas while you are in the open world to 0 stutters

i have a 9800x3d i dont have any cpu parking, i checked it a while ago but i downloaded ParkControl now and they are not parked. thanks for the suggestion

Also try diferent biosses,i have an 9800x3d also,and also have/had stuttering.


Also use latest chipset driver

Did you re-install a fresh instance of Windows when you re-built the PC?

Try installing AMD Chipset drivers, running DDU to clear out any remnants of old graphics drivers, then re-installing latest WHQL drivers using NVCleanInstall.

Have you run any stress tests, or stability checks?

Is your RAM running in EXPO? Try bumping the voltage by +25 mV to see is that helps improve stability.

It's appearing in red if i wanna do 1.425. i could try tightening the timings but from what i understood from another tech community it's going to help but not fix something like this

Do you have ANY sync technology turned on? The monitor probably has one. So would the GPU software, the game itself.... these things are a plague if you ask me. Stutter city.

Okay, I'd suggest undervolting your GPU using MSI Afterburner to set a voltage curve. Essentially, want to prevent the GPU from boosting too much. See if that helps with frame time consistency.

Similarly, on the CPU side - try to disable the lower C-states (leaving C1, C2 and C3 on). Does changing Windows power plan (between Balanced <-> High Performance) make any difference?

On the motherboard, disable any PCIE sleep states.

Have you enabled PBO, are you getting clock stretching? Try dialing back boost levels.

No sync technology turned on. I am particulary keen on not having anything like that since i am a CS player as well, i dont like any Vsync Gsync anything like that.

i will have to look into PCIE sleep states on mobo, i dont know where they are in bios. C states should not be disabled for 9800x3d. No change with the power plan. Doesnt matter PBO on or off. Good idea with undervolting the gpu, that is worth a try, i will look into that as well.

i did already and i tried a ton of stuff trust me

I just saw that, for example, if i drag a window around on the monitor, it is really fluid for a while and then stutters once just like the games do in the screenshot above. (my mouse polling rate is 500).
