GPU usage 99% idle

Compute tasks, like Folding@Home or BOINC can put a 99% load on the GPU with a much lower than expected power draw, especially on AMD. The 7800 XT I once had did BOINC at ~120 W.

The only driver issue is if OP didn't uninstall the old one / install the new one properly. Otherwise, moose muffins.

it reports 40 to 55W, not sure that is valid. Those are idle values for that card.

No, those are not idle values (especially not at 2.3 GHz). Idle for an RDNA 2 GPU is around 7-10 W and way below 500 MHz (or even 100 MHz on Windows).

that's not true, i'm not going to discuss this anyway. A quick research in google will show you those cards are very unreliable with power draw and a lot of people report 40/50W at idle.
As anything with AMD it rarely works as it should.

THAT is not true. I've had several RDNA 2 and 3 cards and never had any issue with any of them. Idle on RDNA 2 is below 100 MHz and 10 W, but of course you wouldn't know that if you never had one.

I never read any such reports from other people, either. OP's case is a unique one, something IS stuck running in the background.

add the GPU usage tab

and see if it shows some process that is actually using the gpu. i don't make much hopes but it worth a shot.

L.E.: Did you tried to change the refresh rate? If no, try to change it to 60 Hz and see if the gpu usage is still at high, if yes then please ignore this suggestion.

We don't use test benches with one monitor, clear windows installs and keep the launch drivers forever, etc...

Then why have I never seen 10+ W idle on any RDNA 2 GPU myself? If they were really that crap, then they would be equally crap for everyone, don't you think? I'm using the same drivers as everyone else.

I had similar problem with my RX 6800 XT before. All I did was a factory reset in Adrenaline software. But you might have a another cause of your problem.
Try factory reset if you didn't do it yet.

Even gpu-z puts a load on the card like afterburner does for monitoring, when that tool starts it accesses the card to gather information to make an output on the screen
Its not normal for any RDNA card to sustain 1000+MHz on the GPU unless something is keeping it there.
Now with RDNA3 and in the past with RDNA1 I run HWiNFO64 and GPU-z always on the background and I bunch of other apps that I can see metrics in my keyboard's display. Never had that.
I also run game mode and game bar on. No issues there either.

Usually when "high" power is reported by RDNA users (around 40-50W) is due to VRAM clocks related to monitor frequency, multiple monitors and so. Not from GPU keeping 1200-1300MHz.
So this is something else.

I would search info on task manager processes and services.

Might be a shot in the dark but do you have Wallpaper Engine installed & running? That will keep the graphics card active as long as the animated wallpaper is playing

Just double checking, is that a FRESH windows install which consists of formatting the drive and using external installation media for a clean install? Or are you using the Windows "reset" option which restores yours system back to its default state?

I don't believe this is OS-related, but a FRESH install helps to iron out any possibility.

I'm not clear on the following:

1. Is your motherboards BIOS up-to-date? If yes, what version?

2. Can you confirm your CPU, motherboard and PSU make and model.

3. OS is fully updated via 'windows updates'?

4. Have you tried a CMOS reset? Your power consumption + 99% utilisation don't align. A CMOS reset could address potential miscommunication between the hardware and BIOS, power configurations, resource allocation, etc. Ensure your motherboards BIOS is up-to-date before resetting CMOS. Remember to enable XMP after the reset is complete.

If the above doesn't fix the problem:

5. Earlier i provided a link to a previous Version of the driver. Have you tried it? I also suggested toggling to "balanced" in the windows/Ryzen power plan to see if that helps. In addition, when downloading GPU driver, are you sourcing this directly from AMDs driver support page? Thats the only place you should be sourcing supporting drivers.

6. Have you tried reseating the GPU and reconnecting all cables to make sure everything is slotted in properly?

7. Pop into BIOS and FORCE the x16 lane (GPU) to 'PCIe'. Its usually set on 'Auto' by default. You can find this setting under something like peripherals, PCIe configuration, etc. This might help to address potential miscommunication issues between the mobo and GPU.

8. If your motherboard supports a second x16 slot, give that a try.

9. Have you tried disabling iGPU in BIOS? again the possibility of miscomms arises.

10. In addition to No. 6 - Also make sure you're using separate cables from the PSU for each of the GPUs power connectors. Avoid daisy-chaining from a single cable to ensure stability and sufficient power.
