Help with ThrottleStop (i7-9750H)

I have looked and read many things on different forums and i am just at a standstill. I have a cleevo/sager ITEM NO# nh58rdq with insydeh2o bios. My current issue is while using AIDA64 to stress the cpu it will only peak at it's base speed of 2.6ghz (i7-9750H) This cpu has no issue going up to 4ghz while idling. I have not tweaked my Throttlestop voltage due to the sole fact i can not get the CPU to push past 2.6ghz under load. I have posted by throttlestop settings below. I have brand new thermal paste aswell and clean fans. I will post my base below while underload and VBS is disabled.

ThrottleStop shows that your CPU is power limit throttling even when power consumption is only 9.5W.

Are you using any Clevo CPU control software? If you are, get rid of it or make sure it is set to maximum performance.

It is possible that a sensor of some sort has gone bad. This can trigger an embedded controller EC to lower the turbo power limits way below the rated TDP. ThrottleStop cannot be used to fix this kind of power limit throttling issue. The EC power limits are completely separate from the MSR and MMIO power limits that ThrottleStop has access to.

Is that why TLP2 is always red while i have throttle stop active? and i got this Laptop 2nd hand and factory reset it only clevo application are the ones that auto install they are fnhotkeysandosd, control center 3.0, flexikey, led keyboard settings, and fanspeed control settings.
and thank you very much for your reply, i have been having alot of trouble really figuring out the issue.

edit: and the max watts i get under load are 36 for cpu the idle wattage is the 5-10 and in my bios i do not have any access whatsoever to touch CPU

TLP2 is always red
Do you mean PL2 is always red in Limit Reasons? PL1 or PL2 lighting up red indicates power limit throttling which is happening to your laptop when it should not be happening.

I would wipe the hard drive clean and I would install Windows from an ISO downloaded directly from Microsoft with no software from Clevo. This will probably not make any difference but I cannot think of anything else that you can try that might fix this problem. If a sensor on the motherboard has failed, there is usually no easy way to troubleshoot or fix these kind of problems.

Are you using the original Clevo power adapter? Sometimes generic power adapters can cause similar problems to this.

The actual EC turbo power limit is likely a lot less than this. When power limit throttling, if the Clamp option is not selected in the EC power limit, the CPU will throttle down to the 2.6 GHz base frequency. It should not go lower than this as long as Clamp in the EC power limit is not enabled. The EC Clamp is different than the MSR or MMIO Clamp in ThrottleStop.

I was debating if it was a issue or not with the power cable as it is one of those cables that you have to have kinda positioned correctly to charge. Later i will try and get a fresh copy of windows
edit: I have seen some people edit their bios to get some more functionality from the BIOS but i don't know how to use a hex editor nor do i feel like trying to learn. If i was able to access my more advanced bios settings would this be something i could possibly tweak?

Did a little more digging found out the power supply my friend supplied me with is only 90W I've orderd the appropriate OEM charger for this laptop that's 180W. Think this may be the main issue here.

It came today and oh my did it indeed fix my issue. Thank you for pointing out the power supply i would have overlooked that.
