It isn't. If ATI is slating R800 for 2009 and that it supports the next major update to the DirectX specifications, were just an year or so away from the next DirectX. By now DX 10 SM 4.0 should have had its roots spread. It's like telling a 22 yr old he's too young to go to work.
well, we've had DX10 capable hardware for a while now, we just haven't seen good DX10 implimentation in any games yet . . . at least, I can't think of any games that are DX10 only . . .
