I'm trying to figure this out. I have all voltages set to unlimited. CPU current max set to 140%, LLC 4, Typical SVID behavior.
Asus enhancement on the mobo set to remove all limits.. Idk what is limiting my OC but once I start stressing it that throttle pops up..
I've scoured a lot of forums about this and nobody has a definitive solution that I have found.
Any ideas?

also doesn’t hurt to make sure XTU has you in maximum performance mode.
