I'd try to reset the default values in BIOS.Guys.
I tried my CPU with an Asus Z270 ATX motherboard and the CPU is hitting 4.2GHz perfectly.
It seems that my ASrock motherboard is having difficulties even having the latest BIOS update.
I opened a support ticket with ASRock.
