You are both comparing base clock to base clock. During relatively short periods where these benchmarks are run, turbo counts. And in turbo, it's 4.2Ghz (ryzen) vs 4.7 Ghz (intel). In the end these semantics matter not, as it is just the raw performance that matters. Ignore that and you just get lost in the weeds of minutia.
