My state (WV) did something like that with some solar or wind company and they never even did anything... I think the money should only be given to them after they have actually done something there. Not just take the money and run kinda shit.

Not meaning any offense but without data ancedotes like this are kind of meaningless.

Kinda hard since I forget the name of the company and googling for "WV solar incentives" is for tax breaks for individuals for installing solar panels on your residence in the form of rebates so you got upfront costs... So it's hard to find. It's mentioned a lot on my local fb groups so I'll let you know when it comes up in conversation
