I'd say you first need to decide on the monitor, both resolution and size/technology, because that will tell us how much up the tiers we need to go with the gpu and how much money do we have for the actual PC i.e. there's a substantial price difference between a 27" 180hz IPS display and a 27" 180hz Oled display and there is a substantial price difference between a 24" and a 32" monitor in general.

Once we know the monitor, we can establish the best price/performance gpu with that monitor. And then we can figure out the rest of the build with the remaining budget.

If you're only gaming CPU really isn't that important, you could get by even with a ""low tier"" CPU.

So first things are : what games are you going to play? are you going to play competitive online? do you in general prefer higher FPS or better image quality (like "i cant's stand playing under 100fps" or "I don't care if it dips below 50fps, as long as it's smooth and looks stunning").
How much space do you have on your setup for a monitor, both in width and length (bigger monitors mean you want to be further away from them, not all desks are that deep)?
How much does good contrast/deep blacks/good color mean to you? Are you going to watch movies too on that monitor or are you only going to play? Are you going to do some office work also? etcc etcc..

i'd want to get at least a 27 inch monitor, i dont mind 60fps but ideally i'd want 120fps, and i would like 240 or 280 hz

Id want to get oled if i have enough budget and i am going to play mostly open world games like watchdogs and rdr2 but i will also play fps and fortnite

here's a couple of suggestion for 1440p oled monitors:

I'm not really informed on AUS price & availability so you have to check around what you can find. If you're ok with 1440p, the 4070 ti super you already targeted (or an AMD equivalent) it's great at that resolution.

then, if you look at this : AMD Ryzen 7 9800X3D Review - The Best Gaming Processor - Game Tests 1440p / RTX 4090 | TechPowerUp in the 1440p table, you'll se there is a grand total of 8fps of difference on average between the 750$+ 7950X3D and the "lowly" 280$ 7600 .

Now, I'm not saying you should get the 7600, I'm saying if I were you I'd save money on the cpu and put it in the gpu OR the monitor. Either of the two will significantly upgrade your gaming experience orders of magnitude more than the proc.

if you need the system now suppose its a legitimate reason, but being this close to rtx50 series release... i'd wait for the 5070/ti since you are going to spend lots of money
And Display Port 2.1.

In hot weather I'd recommend Noctua cooling so you don't hear it.

Alright i have the budget for this build: https://au.pcpartpicker.com/list/3QxXPJ
I am just a bit worried that these parts might bottleneck each other. Does it look good?

I also really dont want my pc to stutter since i absolutely despise stuttering
That list has very solid choices in it. The only change I would make is the RAM. I'd bump you up to 64GB instead of 32GB. The reasoning is that you are going with a 24GB GPU and your system needs enough RAM for game assets to be cached in system RAM. If you can find a good 48GB kit that would be good enough. But with the overall parts you selected 64GB would grant you more longevity.

The only addition I would suggest is an additional 2TB SSD in the second NVMe slot on that board, it would grant you more drive space to utilize. You don't need another matching Samsung 990 drive. A 2TB budget drive would do the job as it doesn't need to be a performance drive for the OS and games.

Other than those two points, you are golden!

BTW, Welcome to TPU!

Replace the SSD with a cheaper one (like Kington Fury Renegade 2TB) and the CPU with a 9800X3D. If you want to stay on tht budget.

So like this with 64 gbs of ram? https://au.pcpartpicker.com/list/hPzBb2 I also already own an external 1tb hard drive so i could always buy another one of those. Pls let me know if i should switch to a different brand of ram

DDR5-6000 CL is what you should be looking at, and again a 9800X3D. Keep the 32GB RAM and get a cheaper, bit still great, SSD if it means you can get a 9800X3D.

Also please be mindful you're spending all that money on a computer from 2022, with new Nvidia GPUs literally around the corner (januari). I don't usually agree with @dgianstefani but in this case I do. You're spending high end money on a system that is just about to become the previous generation or already is. AMD isn't coming out with anything new, so the 7900XTX is still the fastest you can get there, but it's worth considering.

And for pure gaming the 7800X3D is better than the 7900X3D.

@Bobaganoosh
lots of cases with more space, even allowing for sidemount of radiator, and bigger opening on the top, for less money..
if you already go corsair psu, then its the RMx you want, the RMe are kind of crap.

Is there a case you would recommend or that you currently use that you like? If you can ill add that to my list.

didnt care for different color options. most are cloning others or even rebranded, so didnt care to put priority on "brand".
i prefer those that can side-mount a rad (240/280), to dump the cpu heat outside the case, while allowing to keep the top/rear fan for case flow,
lowering temps for mb/drives and gpu..

all midi cases that fit ATX

i will go LianLi Evo XL next time, but those arent cheap.

I modified your list with cheaper 32GB memory kit that's got better timings and low profile to make sure there's room for the big air cooler. Went with slightly cheaper ssd I've had good results with (reviews are good too). I changed the case to one I've built in that's really nice for the price and added a couple more fans (I'd run these as intake and the ones that come with it as exhaust). I also picked the cheapest psu that I could find quite positive reviews for.

So some slight changes that all make some noticeable improvements in my opinion. Cases are subjective to some degree though. As long as the quality is decent and the airflow is good, it's all about what it looks like and you wanting to sit next to it.

This seems pretty good, i guess i can always change the ram to 64gb if i need to.

case is a very personal choic both in terms of aestethic and in terms of "usage", so to speak.

any case you choose, it's better to read/watch some reviews on it before buying.
