What do those numbers even mean?

Not to mention that the chart if legit is from 2010.
Another thing I noticed (if I those numbers really mean what I think they do) is that Austria (which has one of the lowest unemployment %, and one of the lowest debts in EU) is in red while countries like Slovenia, Croatia, Serbia, Bosnia etc. are in yellow which to me seems unrealistic :confused:
