My CPU does not go to Turbo boost, please help

My CPU does not go to turbo boost anymore, since I have reconfigured ThrottleStop, the VID voltage is very low 0.7 to 0.8V, even when undervolt is disabled. My max clockspeed is 3Ghz.
My BIOS is the latest one. In BIOS, I have disabled the Undervolt protection, and also tried the CPU performance to Extreme and Normal, none of these made any difference.
My laptop is a Lenovo Legion Pro 7, with Intel Core i9

Could someone please give me an advice what can I do to fix my laptop?

ThrottleStop has never been properly tested on any 13th or 14th Gen HX CPUs. If Intel XTU allows you to run your CPU at full speed then use XTU.
I realized shortly, that Intel XTU is not working properly either on CPU heavy tasks like certain AAA games which I previously thought it worked ok until the first restart when I noticed performance issues. But there is good news finally, and I have found a solution to get rid of the problem:

- Set the TS with default settings to start and select ok save voltage settings on TS exit.
- Restart Windows
- Set and apply my undervolt settings in TS, then select on ok save voltage settings on TS exit

Now after the reboot, Windows starts with no limitations and automatically applied undervolt settings as I enabled TS to start with Windows in task scheduler. I don't know why, but the "ok save voltages immediately" somehow interfered with the CPU clockspeed previously.

Intel XTU is not working properly
Intel XTU has never worked properly. I have not tested XTU for years but when I did, it was very inconsistent. Sometimes it would apply settings to the CPU correctly. Other times when resuming from sleep, it would look like it was working correctly but when I would manually check the CPU control registers, it was obvious that XTU was not working correctly.

My best guess is that you have some other program running on your computer that is writing information to the Speed Shift register. How long have you had Intel XTU installed on your computer? Even when you do not run XTU, it still starts up a lot of tasks which run in the background. I would start by completely uninstalling XTU. When you start your computer you have to check the Task Manager Details section to make sure that there are no XTU tasks still running on your computer. There are other control programs that use the same XTU libraries that have the same XTU bugs.

I don't know why, but the "ok save voltages immediately" somehow interfered with the CPU clock speed previously.
This ThrottleStop setting should not have anything to do with the speed control problem you are having. Many other people have been happily using ThrottleStop 9.6 on their 12th, 13th and 14th Gen HX processors for the last year and no one is reporting problems similar to your problem. After a clean install of Windows, if you do not install Intel XTU on a computer, ThrottleStop tends to work very reliably without any issues.

When I tried it on a fresh Windows install, I had the same issue still. Is it possible, that an automatically installed driver from Windows update is responsible for this kind of data overwriting to speed shift register? By the way, I just have recently tried XTU but never before when I noticed the clockspeed limitation problem.

I noticed that my clock speed limitation only happens when a setting in BIOS "Legion Optimization" is enabled, which allows my laptop to undervolt. When this setting is disabled, CPU max clock speed is working properly after every restart.

Solution now has been found finally. It was my WD Blue SSD. I replaced with another one and now it boots with full cpu clock speed after restart:) It has been almost a year while my laptop performance was held back because of this drive. I will use it as an external storage backup from now on.
