IIRC, there was a recent AMD patent to reduce traffic from individual CUs to L2/memory by checking the data from other CUs first, resulting in having CUs configured in a crossbar.

The gap between 21 and 22 is massive. There have to be a lot of different cut downs of 21 to fill it.
