New build pc wont boot

So my sister is building a new pc from parts she had lying around and has run into problems.

This is her build

Build

She can't get it to boot she initially thought the psu was dead so rma'd it they've sent her another and it's still not powering on.

She says the fans start, but then slow down and then start up again she it doesn't post and she can't access the bios any ideas?

Remove the RAM and try, if the fans continue then we can assume they are incompatible.
Some Motherboards have a buzzer, speaker or LED to indicate issues, ask if any sounds or lights occur when attempting to boot.

It's possible that the 1600 is the AF model, which is actually a rebranded 2600 that requires a BIOS flash on some boards before it can be used. This especially applies to older first generation motherboards like that B350 board.

She needs to remove the motherboard and verify she did not accidentally install more standoffs in the case than the motherboard has mounting holes. Cases are designed to support 1000s of different motherboards so it is normal for cases to have more standoff mounting points than motherboards have mounting holes. It is a common newbie and experienced, but distracted builder mistake to insert more standoffs than needed.

So she needs to pull everything out of the case and verify there is a standoff ONLY where there is a corresponding motherboard mounting hole. Many at this point would suggest assembling the components outside the case on a large breadboard or sheet of plain cardboard and see if it will boot properly from there.

She's tried with no ram the fans start up but shuts down soon after.

There's no sounds or lights as a warning, just the usual powered on lights and the cpu lights etc. There is a speaker I attached to the motherboard but it doesn't beep

Check cpu pins, if nothing is found replace that motherboard or get to a shop that can test the individual parts.

Thought id post now ive got the pc at my house & some spare time

Currently its powering on and then things go quiet with the fans it then has a sudden boost and repeats its not posting.

Took the ram out but it starts up for about 20 seconds then switches off no beeps lights etc.

Re-seat the GPU and then remove 1 stick or RAM and then reboot.

Failing that, re-install the CPU AIO block making sure thermal paste is on properly and it is tightened down....Apologies if that has already been done or checked...

Check the connections for reset and power on the motherboard (bottom), are they well seated (pins/rotate)?

Sounds like an issue with incompatible Ram.
Try another brand, or one stick only and reset the CMOS.

With only the PSU, motherboard and CPU, and all else including RAM removed or disconnected you should get error beeps or LED flash from the POST failure. If not it's either the CPU seating, Compatibility, or PSU. Since it's a new install, reset the board, check on jumpers and as in a previous comment, pull the system board off and check for standoffs, etc. possibly causing shorts.
I wouldn't worry about RAM or video cards at this point. Pull it all and verify you get the correct POST error first.

Heya. I've seen your spec and rather than assume everything is compatible from the list its possible something is 3rd party branded incompatible or failing or even if its just the product info. I am happy to go through it with you step by step on a zoom meeting to Identify stages and eliminate processes where needed. just send me a DM = ) hope this helps

I checked at the ASRock site and related to the sticks you have vs the board model and CPU, they are not shown on the QVL for that board.

Here's the link to the board model you have: ASRock > AB350M and check under "Summit Ridge", that's what the CPU in the partpicker list is shown to be for this build.
The part picker site says it a Summit Ridge under the specs for a Ryzen 5 1600 so that's what you'd go by.

I looked and the QVL for the board with a Summit Ridge CPU does not show that model (HX432C16FB3K2/16) of sticks listed. You always go by the model of the sticks/kit to get the correct set of sticks for your setup.
That may explain all the problems you are having here - If possible, return the sticks and get a set by model that's listed on the board's QVL to eliminate that potential problem.

looks like sign of short circuit, better take it from the case and recheck it again, and check the processor too

Right today's the day its in bits at the moment have checked everything but can't see anything wrong?

Reseated the cpu and checked the pins but looks fine.

There's 2 screws which are missing from the motherboard.

Put it all back together and it's still doing the same not posting once I add the gpu the fans on the gp start up then slow down and repeat.

I've no idea where to go now.

Yeah I did think she's got carried away with the thermal paste  half of its on me now

I've cleaned the slots nothing in there now

It's going in under here where it says 6+2

Tempted to test the gpu in my PC

So I've put my 1060 gpu in her machine and it's no longer cycling on & off but I'm still getting nothing on the monitor

Try moving that cable to another 6+2 port on the PSU.
