Talking about it being the drivers I should try AMD's uninstall utility yea.

I choose the 970 chipset because I was not planning on using a fx cpu thats higher then the fx-8350 and I'm not planning on using but 1 GPU.

Now If I wanted to use a 9590 with 2 GPU's and memory that runs at 2133mhz I would have got a 990FX chipset.

I don't think hes got a bad card I think hes got a driver problem / cpu bottleneck
edit: scratch that definitely vrm throttling ... junk board combined with terrible FX Cpu ...

edit; hes trying to run a FX8350 on a shitty 970 board its likely throttling into the ground,also explains the high vrm temps, the reason the 280x works is that he was GPU limited and thus wasn't working the cpu/board as hard ....

Ill assume the temp1 is the motherboard and temp2 is cpu and those look ok at least, cant say much about the rest thou. And check for the gpu's vrm too.

The only way to find out is to stick a multi-meter to it and confirm. If it is out of spec, RMA the PSU. If it is in spec, it likely isn't the issue.

hes not gonna know how to use a meter and I am reasonably sure that the sensors on that board are fine all the sensor data makes sense ... usually a bad sensor is obvious ... and yes I realise the spec says 11.5 but its been my experience that anything under 12.0 can cause issues

I'm using a RM850 PSU that just replaced a RM650 recently. So i'm assuming and hoping nothing is wrong with my PSU

Edit: and yea I have not quite got to the point of using multi meters on my computers PSU

Using a meter is NOT rocket science. And I wasn't saying it was a BAD sensor, I am saying that they are notoriously, off. Hence why you NEED to put a multi-meter on the PSU to confirm the voltage. I have NEVER had issues with a PSU that was running in spec (legit spec with a MM) below 12v. There is a reason for all the hardware on the board, the FIVR, etc...

Anything under 12v can cause issues? If that were true, why would spec be 11.4 to 12.6 (5% is not 11.5)?

The 12v rail/voltage. He is, for no reason IMO, taking exception to the 11.9x value and the high 13.xx value. I would only worry about the high side IF, that is a big IF, you can test it with a multi-meter and confirm what the software is reading. Chances are it is fine and has nothing to do with your issues.

What do I ground the multi meter on?

Edit: If it is possible I would like to know if the rest of my system is alright without just assuming though.

Any ground point... your case... the black wires on the 24 or 8 pin...
Every wire is black inside my case

I could use the case to ground then maybe, now what do I touch with the positive lead on the multi meter?

Edit: I also should say that I have my 280x back in also

Yea the cables that come with my RM850 are all black.

Edit: let me know what I'm supposed to touch with the positive lead and I'll look for a multi meter maybe I have one around

Edit: My PSU may not be grounded to my case though because of how everything is painted, such as black painted screws being screwed into a black painted case

I bookmarked that, I'm feeling sick from not eating anything all day so I'm going to eat and see if I can learn to check stuff using a multi meter.

Edit: does it matter which of the 5 plugs that I have my 12v (4X4 8pin plug from the motherboard) plugged too? My PSU has 5 that are just alike and I'm using 2 for my GPU (2X6+2) and one (4X4) for my motherboard.

Edit: I went back in this post and I kinda missed some stuff like removing my overclock on the CPU and trying that. I'll try that out before I'll send the card back.

Edit: without the overclock on my cpu the 390 still does the same thing

I use the 15.7 whql which works fine with my card. The +50% powerlimit is also needed or else my clocks are up and down most of the time.
Vsync on causes my clocks to throttle a little bit also but that is to be expected.
As for performance, I had the 7970Ghz 1100/1500 prior and while I can now crank up the settings some more, the 7970 still did fine in comparison.
Benching is a different matter though, albeit not with old tests. But firestrike default went from around 7900 points to 11000 points which is in line with what it should be roughly.

You do need the games that support new tech, games that don't will probably run the same on both cards.
My psu is fine for the job but gpuz shows me some lower 12v readings when stressing the card. It's overclocked stable so I don't worry about it. my card falls in the same group as most msi 390's, overclocking wise.

You need to benchmark your card to be sure something isn't right, but at the end of the day you're simply not happy with your purchase and rma seems inevitable.
