Um ebay will still protect you even if no returns acceptedUpdate. Built my new system today and tried the card in it. Still no display, so it's basically e-waste at this point. At least I didn't buy one of those "no returns accepted" cards, so I know I can return it without the seller trying to kick off on Ebay.
Was still an interesting learning experience and I have a few more tools and a bit more knowledge for the next time something like this happens.
The first bit of wisdom being; if it doesn't output a display, even after you flash the BIOS, return the card and get something that works.
