Was still an interesting learning experience and I have a few more tools and a bit more knowledge for the next time something like this happens.

The first bit of wisdom being; if it doesn't output a display, even after you flash the BIOS, return the card and get something that works.

Um ebay will still protect you even if no returns accepted

That's a dick move by the buyer though if they expect Ebay to cover them despite a listing making it clear the buyer is willing to take the risk on an item clearly listed as no returns.

I wouldnt of gone as far as flashing the bios.

Try in different PCI-e slots, Try in a different computer if possible then message seller or ebay and report item as broken/not working and return for refund. Let them deal with it.

Because the moment you start modifying and tampering with things. A seller can turnaround, point the finger at you and say you fucked it up so they arent on the hook for giving you a refund.

Dont mess with the bios. Test the card in different slots, different cables, different ports (HDMi/DP), a different computer then report as broken/faulty and let them deal with it.

I wonder if it's an incompatibility with the system due to BIOS type. Being an ancient Sandy Bridge system this is certainly a legacy boot system running a pure BIOS, and newer AMD GPUs seem to have compatibility problems with these systems.

The Nvidia cards tend to work with pure BIOS systems, but performance-wise, a GTX 1070 is probably as far as this machine is gonna stretch

Its a dick move if the card was advertised as 'tested/working - pulled from a working machine' then turns out to be completely dead when it arrives.

I had a modem i bought came to me bad and i put the seller on notice and they gave me the money back inspite saying no returns, ebay will give you the money back and then go after the seller, it is buyer protection unlike when ebay initially started

I get that, but as a seller we have no protections from unscrupulous buyers that continually try to scam us. They get the goods and the money and we are left out of pocket. Ebay is biased towards the buyer.
