Whats it show in the bios? 8 or 16

If its 16 load up a Linux live disk and see what it sees

And test that ram with Memtest 86

It's showing all 16GB Ram but for some reason it has 8GB hardware reserved, so not available. Found online:

Go to search and type msconfig. When that box opens go to boot tab and then advanced options button. Set the max memory value to 0 and uncheck the box. Click to save and restart the machine when prompt to do so

The uma video on this Asrock board only supports up to 1GB, 12.5% from the 8GB that the OP claims is missing in his system so that is not the whole problem obviously. Like what Tetras commented, run CPU-Z & open the SPD tab, look at slot 1, 2, etc until the fields are filled in & upload a screenshot of that here so we can confirm you haver a matched set of ram in your system.

What ram are you using?

I know that my ram which is stock 2133, when ran at 2400 with cas lower than 10 the system will only allow 8GB useable.

need SPD slot2
the fact that you are in single channel when you have two sticks immediately tells me there is something wrong with the memory kit or the kit is not compatible with the board

Yeah "Single channel" you got some bad memory, or the memory controller is bad. My guess is it's the board or maybe they are not a match set

Pro tip, instead of doing a screen capture use the windows snipping tool. Just type Snip in the search bar.

then new, drag your curser across the part you want to capture a shot of, then save

yes

all of them same model everything same

If I recall correctly, CPU-Z did not report dual channel

and at one point reported DDR3 and at another DDR3L

Some low end WIN7 versions have an 8GB RAM limit. An older low end system might have this.

The other possibility is that the CPU needs 4 RAM modules to address 16GB. Older hardware may not be able to use RAM module sizes that didn't exist yet.
I would go to Userbenchmark.com and see if any others are getting 16GB on that MB. If you run your sytem there it will be put in with other similar systems.
