+1. You have the fan on the 212 pointing the opposite direction as your rear case fan right next to it. Moving it to the other side will improve temperatures even more and is highly recommended.

Two Issues
The CPU heatsink was blocked like some said , would of fixed your issue if just cleaned the pc
The PCI-e power cable looks to be stuck in the fan or blocking it from spinning on the gpu
