The issue you have is the amount of PC gamers who have that is minimal, next to nothing, they don't count. Steam Survey puts 3060, 2060, and 1060 as the most common out there. There are more GTX 1650 and 1050 out there than RX 6800, it might as well not exist.
And that's the catch. Most PC Gamers are running a PC that is outright pathetic compared to a console. It is a vastly inferior experience. PC is not the master but it's the 1080p low details and low frames solution unless you are playing crap like League of Legends. This is widely known and laughed about outside of a tiny minority of PC Master Race fools who keep getting upset that they don't get priority, which just adds to the laugh. Again I say this as someone with a bonkers PC (4090, i9, 64gb).
So what you have to realize is that when developers think PC they don't think better, they think the shit platform. They are not optomizing for the high end they are optomizing for low 1080p 60 because that is the reality of the PC as a platform. And no amount of anger at nvidia, complaining about optomization, is going to change the fact that when it comes to gaming, the PC is on the bottom of the shit pile.
