RX580 not stable...

As a test, I flashed the old rom. No fan on and off randomly, no beeps, it will boot up fine but shows Micron RAM which is not correct and I get those graphic glitches. I then flashed the Showkings rom but It will not boot up, I get 1 long beep and 3 short. I tried a whole bunch of settings in the MB bios for the card but nothing works. Why am I having problems if the Showkings rom is the one that supports my board ? Maybe a MB setting that is wrong ? Not sure what to do next.

Eidairaman1, why did you give those extra roms if the Showkings one supposedly has the correct support like Vuurvos showed ? Just for extra testing ? Can you explain ?

It will not boot up, I get 1 long beep and 3 short
1 long beep and 3 short beeps means an issue with the graphics card. You get also those beeps when there is no display detected. Did you try all the display output on the graphics card.

Please share motherboard brand and model.

Because you have a generic chinese market card, look at the device id and subsystem id of 1002 6FDF 1002 0B31 is the clue.
 
The motherboard is an Asus Tuf Gaming Z690-plus wifi d4 Bios v. 2103

I went out to Asus to check to see if any updates to my motherboard. It's now up to v. 4101, should I update to that ? Don't want to do something without getting some feedback on this.

If you do any bios flashing on a motherboard it is advised to set everything back to factory defaults first

The only rom that will boot up is the gRX580 rom but that's the one that has graphic artifacts at random times and Gpu-z shows Micron vram which is not correct, my card has Samsung. The Showkings rom that Vuur offered does have the correct support for my Samsung memory but after flashing the card it just won't boot and I don't know why.

This is the AMD GOP file I am using - AMD GOP 1.69.0.15.50_magic_3B62F1AF_compr.efirom

I'd just like to know what the problem is, maybe it's a simple error but I don't know where to look. Somebody has got to know what's going on here.

There are tools for updating the GOP. Also you need to flash a RX570 bios on your card since hacking the bios isn't the best way to go since it will break driver support under Windows (Bios signature check fails).
