For the record, even with PCIe link state power management enabled in the BIOS, and with the W11 power plan on balanced, my 4060Ti is sat at PCIe 4.0 x8 as expected. It also does not drop down to PCIe 1.1.
What's your monitor config?

They're different GPUs, made 7 years apart.
I was talking RTX 3060 I got for testing purposes, not the OP's old GPU, it's the same generation.
Expecting them to behave identically is illogical.
Indeed. Yet I didn't state it's something wrong, I only stated they behave differently and I wanted an explanation for this.
the risks of issues with BIOS/Windows not handling energy management 100% correctly is not something AMD want to be deal with?

4K120 OLED + Odyssey headset.

I'm not at home any more, so I can't test without the headset connected, but the GPU already sits at about 7-8W when idly web-browsing. Power saving is not a concern I have at that point.

You'd need an AMD rep to get you a definite answer but it's possible newer GPUs don't do it
They do! I have a 7800 XT that scales down so x1 1.1! I said it like three times already.

The key is in the BIOS power saving settings, and the link state power management setting in Windows.

Here's a few screenshots I took before and after I did the GPU swap (3070 -> 7900XTX).
On dual monitors (1080p 144Hz) the 3070 can go Gen1.1. With my 4K monitor attached, both card stayed at Gen3. (My board doesn't support Gen4.)

My guess is either the monitor config, or a 7900XT(X) specific thing.
