Sapphire r9 380 dead GPU

I received this dead card/not detected on pc from one of my customers. The story begins, nearby have local pc shop they said isn't fixable. So I have a closer look and I was shocked the PCB has been repaired by hot air gun.( The owner said ) Look at the fan headers almost melted. I suspected one of the fuse has blown. The green marked fuse has been tested with multi tester and it has continues continuity but the bottom one with orange marked been tested as well but no continuity it has reading then after split second the continuity gone. Hopefully it fixable.

Failed.. GPU has totally dead..

Did you replace that fuse or remove it and try bridging with wire?
Looking at that fuse there may be missing SMD capacitors adjacent to it, and from C705 below it.
